    1.1 Title
    Horizontal Evaluation of It’s Time: Canada’s Strategy to Prevent and Address Gender-Based Violence, 2021-22 to 2024-25.

    1.2 Introduction
    A horizontal evaluation of the It’s Time: Canada’s Strategy to Prevent and Address Gender-Based Violence (the Federal GBV Strategy) is required, per: the Women and Gender Equality Canada (WAGE) Departmental Five-Year Evaluation Plan (2024-25 to 2028-29); the Treasury Board of Canada Secretariat (TBS) Policy on Results and Directive on Results; the Financial Administration Act (FAA) requirements for ongoing Grants and Contributions (G&Cs) programs; and commitments made in Treasury Board submissions (2017, 2018, 2021 and 2022) for the Federal GBV Strategy.

    1.3 Objectives of the Requirement
    The purpose of this horizontal evaluation is to: assess the Federal GBV Strategy vis-à-vis core evaluation issues, which may include design and delivery, effectiveness, and efficiency; identify insights, promising practices, and lessons learned; and generate evidence to inform decision-making and continuous improvement of the federal contribution to the National Action Plan to End Gender-Based Violence (GBV NAP).

    As required under the TBS Policy on Results (2016), the evaluation is expected to provide horizontal partner departments and agencies, senior management, central agencies, ministers, parliamentarians, and Canadians with a credible and neutral evaluation of the Federal GBV Strategy.

    This evaluation will focus on the period 2021-22 to 2024-25. The results of the evaluation are to be produced by March 30, 2027.

    The estimated contract period will be 31 month(s).
