    Description

    The Department of National Defence has a requirement for the items detailed below. The delivery is requested at Edifice 239, local 107 2459, route de la Bravoure (COTÉ SUD) Québec, QC,G3J1X5 Canada within 8 weeks of contract award.

    Tendering Procedures: Notice of Proposed Procurement (NPP) The request will be posted through an electronic bidding process via supply arrangement E60PV-19EQUI, for a minimum of 15 calendar days as required by applicable trade agreements. Any vendor that meets the requirements may submit a bid.

    THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

    Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

    As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

    Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

    Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement.

    The mandatory technical criteria are:

    3.2 Equipment Requirements
    3.2.1 Physical and Building Services Connection Requirements
    3.2.1.2. The equipment must operate on a 208V to 400V / 3-phase / 50/60 Hz power supply
    3.2.1.4. The Ballistic Plasticine Oven must not exceed 1.3 meters (width) x 1.2 meters (depth) x 1.8 meters (height).
    3.2.2 Ballistic Plasticine Oven Functional Requirements
    3.2.2.1. General Functions:
    3.2.2.2. Working Temperature Range. The oven must operate within ambient +10°C or lower to 300°C or higher.
    3.2.2.3. Setpoint Adjustment. The oven must allow temperature setpoint adjustment within a range of at least +20°C to +300°C.
    3.2.2.4. Temperature Resolution. The temperature setting resolution must be ≤ 0.1°C below 100°C and ≤ 0.5°C at or above 100°C.
    3.2.2.6. Temperature Measurement System:
    3.2.2.6. a) The oven must include a minimum of two independent temperature sensors.
    3.2.2.6. b) The sensors must be Pt100 or equivalent, Class A or better.
    3.2.2.6. c) The sensors must operate in redundant or cross-monitoring configuration.
    3.2.2.7. Control System:
    3.2.2.7. a) The oven must include an adaptive PID temperature control system.
    3.2.2.7. b) The oven must include a function allowing adjustment of heating distribution within the chamber.
    3.2.2.7. c) The oven must include a function ensuring that process timing begins only once the setpoint temperature is reached.
    3.2.2.7. d) The control system must allow user adjustment of airflow and ventilation parameters.
    3.2.2.8. Air Circulation System:
    3.2.2.8. a) The oven must use forced air circulation.
    3.2.2.8. b) The oven must include two air circulation units or more
    3.2.2.8. c) The oven must allow adjustable airflow control
    3.2.2.9. Internal Capacity and Dimensions. The oven must meet all of the following:
    3.2.2.9. a) Internal volume between 1000L and 1100L
    3.2.2.9. b) Internal width of 1000 mm or more
    3.2.2.9. c) Internal height of 1100 mm or more
    3.2.2.9. d) Internal depth of 800 mm or more
    3.2.2.11. Construction.
    3.2.2.11. a) The oven must have an internal chamber constructed of corrosion-resistant stainless steel.
    3.2.2.11. b) All components inside the internal working area must be made of corrosion-resistant material.
    3.2.2.13. Control Interface
    3.2.2.13. b) The oven must include programmable features including temperature profiles and time-controlled operations.
    3.2.2.16. Safety Systems:
    3.2.2.16. a) The oven must include over-temperature and under-temperature protection.
    3.2.2.17. Loading Capacity
    3.2.2.17. a) The oven must have a total chamber load capacity of 290 kg or more.

    The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.

    Contract duration

    The estimated contract period will be 1 month(s), with a proposed start date of 2026/07/31.
