    Description

    The Department of National Defence is seeking offers for the provision of potable water sampling and laboratory testing services for Hylands Golf Course, located in Ottawa, Ontario.

    The required services are intended to support the regular monitoring of potable water quality at the site. The Work includes routine weekly potable water sampling at designated locations, laboratory analysis of samples by an ISO/IEC 17025 accredited laboratory, chain-of-custody management, preparation of field sampling summaries, issuance of certificates of analysis, and timely reporting of results to Canada.

    Routine analysis includes, but is not limited to, E. coli, total coliforms, and turbidity. The Contractor may also be required to test for residual chlorine or other routine parameters where site conditions, system configuration, or instructions from the Technical Authority make such testing appropriate.

    The requirement also includes an initial vulnerability assessment of the potable water system and its surrounding risk environment. This assessment is intended to identify potential hazards, contaminants of concern, possible sources of contamination, the susceptibility of the potable water system to contamination, and the relative risks to water quality and human health.

    Following the vulnerability assessment, the Contractor must perform a baseline chemical analysis to determine whether additional site-specific chemical monitoring is warranted. The Contractor must also prepare a site-specific monitoring plan identifying any additional contaminants recommended for monitoring and the recommended monitoring frequency.

    Optional analytical services may be authorized in writing by Canada during the Contract period. These services may include analysis for metals, pesticides and herbicides, fuel-related volatile organic compounds, general chemistry, nutrients, PFAS, and other approved parameters or analytes. Optional services will only be performed when specifically authorized in writing by Canada.

    The Contractor must immediately notify Canada by telephone of any adverse result or exceedance that may affect health, safety, or compliance, and must provide written confirmation within 24 hours. The written confirmation must include the relevant information, including the sampling location, parameter exceeded, measured value, applicable standard or guideline, preliminary interpretation, and recommended next steps.

    Deliverables include certificates of analysis, field sampling summaries, chain-of-custody forms, adverse result notifications, the vulnerability assessment report, the baseline chemical analysis report, and the site-specific monitoring plan. Routine results must be provided within the required turnaround times, and urgent or priority results, when authorized, must be provided on an accelerated basis.

    The initial contract period will be two (2) years, with the option to extend for three (3) additional one-year periods. Services will be provided on the basis of firm all-inclusive unit prices, in Canadian dollars, in accordance with the Basis of Payment. All services and deliverables must be provided in English only.

    Contract duration

    The estimated contract period will be 60 month(s), with a proposed start date of 2026/10/10.
