This is a Notice of Proposed Procurement.
The Department of Fisheries and Oceans Canada (DFO) has a requirement for up to two (2) senior-level Learning Advisors to aid with training strategy development, and up to three (3) senior-level Learning Designers to aid with curriculum development and delivery on an as and when required basis. Only one of each senior-level resource type (learning advisor and learning designer) must be proposed for bid evaluation purposes. To ensure the safety and efficacy of all Fishery Officers and Guardians, DFO aims to modernize the Fishery Officer Initial Training (FOIT) program, as well as develop and formalize a Guardian Training programs. The location of work will be in Ottawa, at the Contractor’s place of business (with DFO approval), and elsewhere in Canada (excluding areas subject to Comprehensive Land Claim Agreements (CLCAs) or modern treaties).
Duration of Contract: from contract award to February 26, 2027.
Timeframe of Delivery: from contract award to February 26, 2027.
Any conditions for participation of suppliers not specified in the solicitation documentation:
This requirement is open only to those Supply Arrangement (SA) Holders under EN60ZT-18TSPS who qualified under Tier 1 for the following categories:
- Senior Learning Advisor
- Senior Learning Designer
(one (1) senior-level resource for each resource category to start with a maximum of one additional Senior Learning Advisor and a maximum of two additional Senior Learning Designers after contract award)
• for suppliers who are SA-holders: first, email only the DFO Procurement Officer on the file and request to be invited. If you are not qualified under the stream(s) and category(ies) required in spite of being an SA-holder, you must then contact PSPC's SA Authority for the TSPS SA to update your supplier profile. Proof of being added must be provided to the DFO Procurement Officer on the file before the invitation request will be considered.
