DESCRIPTION:
Agriculture and Agri-Food Canada (AAFC) requires a Consulting Firm to conduct a wastewater audit, water system survey and cross connection control evaluation at seven of AAFC’s Research and Development Centres in Alberta and British Columbia. The study will be conducted to determine whether the facilities are in compliance with local municipal bylaws and applicable federal and provincial bylaws, regulations and guidelines. The overall intent of the project is to demonstrate AAFC’s due diligence for wastewater and potable water system compliance, and to address any deficiencies in the systems. To accomplish this, a comprehensive inspection and evaluation of the potable water and wastewater systems is required. Recommended actions will form the development of a strategy to address deficiencies found on a risk basis approach. In addition to investigating the potable water and wastewater systems, AAFC wishes to study options for water conservation at the facilities.
The period of the Contract is from the date of contract to March 31, 2025 with an irrevocable option to extend the term of the Contract by up to two (2) additional one-year periods.
The work is proposed as follows:
Year 1 - sites in Lacombe and Beaverlodge, Alberta
Year 2 - sites in Lethbridge and Vauxhall, Alberta *Optional Services
Year 3 - sites in Agassiz, Summerland and Abbotsford, British Columbia *Optional Services
Security Requirements
There are security requirements associated with this requirement. The contractor/offeror personnel requiring access to sensitive work site(s) must each hold a valid RELIABILITY STATUS, granted or approved by AAFC.
Mandatory Technical Requirements
Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.
Basis of selection: Highest Combined Rating of Technical Merit and Price
The bid solicitation contains mandatory and point-rated technical evaluation criteria. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.

This bid solicitation allows bidders to use the CPC Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions of the bid solicitation, for further information.
Canada retains the right to negotiate with any supplier on any procurement.
