    Description

    DESCRIPTION:
    Agriculture and Agri-Food Canada (AAFC) requires a Consulting Firm to conduct a wastewater audit, at five of AAFC’s Research and Development Centers (RDC) and Research Farms (RF) in Saskatchewan. The study will be conducted to determine whether the facilities are in compliance with applicable bylaws, regulations and guidelines. The wastewater survey must ensure that the Canadian Council of Ministers of the Environment (CCME) Model Sewer Use Bylaw and municipal bylaws are met, along with any pertinent environmental regulations.

    To accomplish this, a comprehensive inspection and evaluation of the wastewater system is required. Recommended actions will form the development of a strategy to address deficiencies identified on a risk analysis approach. In addition, options for water conservation at the facilities will also be identified.

    The period of the Contract is from the date of contract to March 31, 2025 with an irrevocable option to extend the term of the Contract by up to one (1) additional one-year period.

    Security Requirements
    There are security requirements associated with this requirement. The contractor/offeror personnel requiring access to sensitive work site(s) must each hold a valid RELIABILITY STATUS, granted or approved by AAFC.

    Mandatory Technical Requirements
    Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.

    Basis of selection: Highest Combined Rating of Technical Merit and Price

    The bid solicitation contains mandatory and point-rated technical evaluation criteria. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.

    SOLICITATIONS MUST BE SUBMITTED TO AAFC AT:
    This bid solicitation allows bidders to use the CPC Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions of the bid solicitation, for further information.

    Canada retains the right to negotiate with any supplier on any procurement.

    Documents may be submitted in either official language of Canada.
