    Description of the Requirement:

    The Department of Foreign Affairs, Trade and Development has a requirement for a contractor to provide the services of a personnel recruitment and management company to assemble a team of personnel from Canada and from Japan to fulfill various roles, responsibilities, and services required at the Canada Pavilion before, during and after the six-month Expo 2025 Osaka.

    International expositions, or world fairs, highlight global innovations and foster international collaboration. They offer opportunities for countries to highlight their strengths, explore partnerships between governments and the private sector. Canada has contributed to international expositions since 1851. These events have modernized Canada’s image, highlighting our values, natural beauty, tourism potential, and other strengths, enhancing our global profile, deepening bilateral relationships, and promoting trade and investment opportunities.

    Successful participation is largely due to the quality of personnel who allow the Canada Pavilion to function and represent the best that Canada has to offer to the millions of visitors. In particular, the visitor’s experience is enriched by a welcoming and engaging Canadian staff who inform and guide visitors through a visual and multisensory story, with surprises and novelty. The staff are considered ambassadors for Canada, proudly representing the diversity and inclusiveness of our nation.

    Canada requires the services of a personnel recruitment and management company to assemble a team of personnel from Canada and from Japan. This team will fulfill various roles, responsibilities, and services required at the Canada Pavilion before, during and after the six-month Expo 2025 Osaka global event. By carefully choosing and managing Personnel, the Contractor will provide personnel who enhance visitor experiences, ensure operational efficiency, and represent Canada's diversity effectively.

    The Contractor will recruit, contract, train, manage and compensate up to forty-eight (48) front-line and operational support personnel (Personnel) for the Canada Pavilion to ensure operational effectiveness and to represent Canada appropriately. Additionally, the Contractor will manage and compensate four (4) additional culinary staff (recruited by Global Affairs Canada) and complete the project with a final report.

    The Contractor must adhere to the unique requirements of the Expo site and the Expo Association, ensuring compliance with all guidelines and regulations related to operations and personnel. It is essential for the Contractor to remain aware of and comply with local labor laws, hiring practices, and standards in both Canada and Japan, as well as visa requirements.

    Security Requirements. There are security requirements associated with this solicitation of offers.

    Proposed period of contract:

    The proposed period of contract shall be from date of contract award to January 31, 2026.

    Communications During Solicitation of Offers Period. To ensure the integrity of the competitive process, the Offeror must direct all questions and other communications regarding the solicitation of offers only to the Contracting Authority identified in the solicitation of offers. Failure to comply may result in Canada rejecting the offer.
    a. Period for Questions. Offerors should submit all questions in writing no later than six (6) business days before the offer closing date. Canada may not respond to questions submitted after this.
    b. Detail of Questions. Offerors must accurately reference the numbered item of the solicitation of offers to which the question relates and explain each question in sufficient detail to enable Canada to provide an accurate answer.
    c. Proprietary Questions. For any technical questions containing proprietary information, Offerors must clearly mark those questions as "proprietary". Canada will treat such questions as proprietary except where Canada determines that the question is not of a proprietary nature. Canada may edit the question(s) or may request that the Offeror revise the question(s) to eliminate the proprietary nature of the question(s) and Canada can provide the answer to all Offerors. Canada may not answer questions that are not in a form it can distribute to all Offerors.
