    The requirement is intended to result in the award of one contract.

    Description of the Requirement:

    Employment and Social Development Canada (ESDC) is seeking the services of a Contractor to provide expert advisory support for the formative evaluation of the Social Finance Fund (SFF). The advisory services will contribute to addressing key evaluation questions related to the Program’s design and delivery, outreach effort, readiness to report on outcomes, and early progress toward achieving expected outcomes.

    The objective of the advisory support is to leverage expert knowledge and best practices in the area of social finance to identify potential financial risks, gaps and opportunities that could impact the program's future success. The expert advisor will conduct a detailed review of available program performance and financial data and provide insights and recommendations on the Program’s delivery and its readiness to report on performance, and processes and practices relating to social investments. These recommendations will support the evaluation of the SFF to inform strategic decision-making regarding the SFF.

    There are security requirements associated with this requirement. Please note that SA Holders do not need to have the required clearance to submit a bid.     The following security requirements, applies to and forms part of the Contract.
    SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:
    PWGSC FILE No. 0100030211

    1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

    2. The Contractor personnel requiring access to PROTECTED information, assets, or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.

    3. Processing of PROTECTED materiel electronically with the Contractor's IT equipment and/or systems is NOT permitted under this Contract. The use of personal devices to connect to or conduct any activity on GC networks and GC furnished IT equipment is strictly prohibited.

    4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.

    5. The Contractor must comply with the provisions of the:

    a) Security Requirements Check List and Supplemental Security and Classification Guide (if applicable),
    b) Contract Security Manual (Latest Edition).

    NOTE: There is a work from home situation (WFH) associated with this file. The issuance of the government laptop(s) to a Contractor is allowing remote access to up to Protected B of Government of Canada (GoC) information. In this instance, the organization's Security Authority accepts all associated security risks and the Contract Security Program (CSP) will not conduct any inspections related to Document Safeguarding Capability and/or IT for this particular contract.

    Proposed period of contract:

    The proposed period of contract shall be from the date the Contract is awarded and ends March 31, 2026.
