Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada (CSC) has a requirement to create and deliver a custom course to its staff members on conducting fact-finding and investigations as they relate to internal workplace complaints. The work will involve the following:
Objectives: To create and deliver a custom course, specific to the needs of CSC, on conducting fact-finding and investigations as they relate to internal workplace complaints, with a focus on disciplinary investigations.
Tasks:
The contractor must:
• Create an in-depth, thorough, custom course, specific to fact-finding and investigations at CSC, that must include, but is not limited to the following topics:
- Pre-screening complaints and selection of the correct investigation process;
- Planning an investigation using a step-by-step guide;
- How to participate in a joint union-management investigation process;
- How to conduct effective interviews;
- How to handle difficult witnesses;
- How to gather and assess evidence;
- How to write an investigation report.
• Supply all participant workbooks and any other necessary learning materials.
• Provide a course facilitator.
• Provide a program coordinator to support course delivery.
• Deliver the course, in person, for up to twenty-four (24) participants at a time.
• Deliver the course a minimum of once, and a maximum of twice yearly, for two years, plus two additional option years.
The course must be a minimum of three (3) days (twenty-one (21) hours teaching time) in length, to a maximum of four (4) days (twenty-eight (28) hours teaching time) in length.
Deliverables:
Upon course completion, each participant should have a working knowledge of how to conduct an internal fact-finding or investigation.
The Contractor must provide a Certificate of Completion, to indicate the participant has completed the course, and is available to conduct internal investigations within CSC.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Period of the Contract: The Work is to be performed during the period of January 1st, 2025, to December 31st, 2027 with the option to renew for two (2) additional one-year periods.
