OBJECTIVES OF THE REQUIREMENT
Canadian Coast Guard Marine Environmental and Hazards Response (CCG MEHR) – Central Region has the requirement to mitigate the hazards posed by the vessel “La Grande Hermine” located in Jordan Harbour, Ontario. CCG MEHR requires site/vessel preparation, in-situ vessel dismantling and final disposal including contents and associated debris and site remediation after removal to permanently eliminate the hazard posed by the vessel.
SCOPE OF WORK
The Contractor must:
1. Develop a timeline and Safety Plan based on the individual tasks;
2. Acquire all related permits required prior to commencing works and ensure permit conditions are met throughout the project;
3. Acquire all site permissions;
4. Produce a site preparation and remediation plan;
5. Produce strategy and procedures to perform in-situ disposal of the vessel and its contents including:
a. Site specific pollution response plan;
b. Vessel Dismantling, Removal and Transportation Plan inclusive of associated debris;
c. Detailed waste management / recycling plan including hazardous waste management of materials identified in Technical Assessment (attached as an appendix to this SOW);
d. Post Vessel Removal Site Survey and Remediation Plan
PERIOD OF THE CONTRACT
The period of the Contract is from Contract award until 15 December, 2024.
SECURITY
No Security clearance required, escort required at DFO sites.
TRADE AGREEMENTS
The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA).
MANDATORY REQUIREMENTS
Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.
Mandatory Criteria
M1 The Bidder must have a minimum of 36 months (3 years) experience in the Marine Salvage, Marine Construction or within the General Marine Industry, within the last one hundred eighty months (15 years) from the date of bid closing
M2 The Bidder must Have completed dismantling operations of steel hulled vessels or steel marine structures on two (2) separate occasions within the last 120 months (10 years).
M3.1 The Bidder must must identify Key personnel* that MUST have a minimum of twenty four months (2 years) experience, in either of the following: pollutant removal, marine survey, stability assessments, Steel hull vessel deconstruction OR recycling operations, completed in the last one hundred twenty months (10 years) from the date of bid closing.
M3.2 The Bidder must supply the requested information for personnel identified as “Key personnel”.
M4 The Bidder must provide an operations plan that demonstrates how they will perform the in-situ removal of the vessel as described in the Statement of Work (Annex A).

This procurement is not subject to any Comprehensive Land Claims Agreement
