    NOTICE OF PROPOSED PROCUREMENT (NPP) – Solicitation Number 2024-00407

    Title : Employee and Family Assistance Program (EFAP) Services

    The Canadian Food Inspection Agency (CFIA) seeks to contract with a company to provide Employee and Family Assistance Program (EFAP) Services to promote foster and maintain the health and well-being of its employees and their families across Canada.

    The CFIA employs approximately 7,088 persons comprised of veterinarians, inspectors, systems specialists, support staff, financial officers, research scientists and laboratory technicians working in three types of sites across Canada: office buildings, which include Area, Regional and district offices; work space in 3rd party establishments (such as processing facilities); and laboratory facilities.

    Conditional PSIB Set-Aside :

    This procurement is set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.

    This is a competitive bid solicitation however, this solicitation will be reserved for Indigenous Businesses if
    both of the conditions detailed in the Request for Proposal (RFP) are met. If the conditions are not met,
    the procurement will remain open for competition among all suppliers.

    Trade Agreements :

    This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses.” Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.

    Security Requirement :

    The following security requirements (SRCL and related clauses provided by the Contract Security Program) apply and form part of the Contract.

    The contractor must, at all times during the performance of the Contract, Standing Offer or Supply Arrangement, maintain a valid Designated Organization Screening (DOS) issued by Public Services and Procurement Canada – Industrial Security Program.

    The contractor must maintain a valid Document Safeguarding Capability (DSC) at the PROTECTED B level issued by Public Services and Procurement Canada – Industrial Security Program.

    The contractor and/or its employees must EACH maintain a valid RELIABILITY STATUS, issued by Public Services and Procurement Canada – Industrial Security Program and approved by the Canadian Food Inspection Agency.

    The contractor and/or its employees MUST NOT remove any CLASSIFIED information or assets from the identified work site(s). The contractor and/or its employees MUST NOT use its IT systems to electronically process, produce or store PROTECTED and/or CLASSIFIED information or data.

    Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the Canadian Food Inspection Agency

    Where safeguarding measures are required in the performance of the Work, the Contractor must diligently maintain up to date the information related to the Contractor’s and proposed individuals’ sites or premises for the following addresses:

    The Company Security Officer must ensure through the Contract Security Program that the Contractor and individuals hold a valid security clearance at the required level.
