Description
The Royal Canadian Mounted Police (RCMP) requires a National Individual Standing Offer (NISO) for the supply of Barricade Warning Tape in accordance with RCMP Purchase Description PD-PE-15 dated 2024-01-15.
The Standing Offer will be valid for a period of two (2) years from the date of issuance with the option to extend for three (3) additional one (1)-year periods.
The Proposed Procurement will occur in two phases. Phase 1 is an expression of interest by the Interested Offerors. Phase 2 is the solicitation with the specific details of the requirement. Additional information regarding the phases can be found below.
Canada reserves the right to modify, change, or terminate, at its sole discretion, any or all of the phases of the Proposed Procurement at any time during the Proposed Procurement period. Given that this Proposed Procurement may be cancelled by Canada, it may not result in any of the subsequent procurement processes described in this document.
Phase 1 of the Proposed Procurement (Submission of Interest):
To participate in this requirement, Interested Offerors must complete and sign the attached SUBMISSION OF INTEREST form and Non-Disclosure and Confidentiality of Information Agreement (NDCIA) and send them via email to the Contracting Authority.
A completed and signed SUBMISSION OF INTEREST form and NDCIA sent via email to the Contracting Authority will be the only accepted means for Interested Offerors to express interest in the requirement. Expression of interest by any other means will not be considered.
If any information is missing from the SUBMISSION OF INTEREST form, the Contracting Authority will inform the Interested Offerors of a timeframe within which to provide the information. If the Interested Offerors fail to provide the missing information within the timeframe, their submission of interest will not be considered.
If the NDCIA is not submitted, duly completed or signed, the Contracting Authority will inform the Interested Offerors of a timeframe within which to provide the duly completed and signed NDCIA. If the Interested Offerors fail to provide the duly completed and signed NDCIA within the timeframe, their submission of interest will not be considered.
Submissions of interest received after the NPP closing date will not be considered.
Canada will not be responsible for any failure attributable to the transmission or receipt of the submissions of interest.
Enquiries regarding this Proposed Procurement must be submitted via email to the Contracting Authority no later than seven (7) calendar days before the NPP closing date. Enquiries received after that time may not be answered.
Canada will accept submissions and enquiries in either official language of Canada.
Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities. It is the sole responsibility of the Interested Offerors to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Interested Offerors’ part nor for notification services offered by a third party.

Phase 2 of the Proposed Procurement (Request for Standing Offer):
All Interested Offerors with a duly completed and signed SUBMISSION OF INTEREST and NDCIA in Phase 1 will receive a copy of the Request for Standing Offer, the specifications and any other associated documentation (the solicitation package) in Phase 2.
The Contracting Authority will send the solicitation package, at the same time, directly to the Interested Offerors by email after the NPP closing date.
Basis of selection: Responsive offer with the lowest evaluated price (1 standing offer only).
The RCMP has adopted the Integrity Regime administered by Public Services and Procurement Canada. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in the solicitation package.
Canada retains the right to negotiate with any supplier on any procurement.
Contract duration
The estimated contract period will be 60 month(s).
