Description:
To replace the existing pneumatic system with an electronic system, work encompasses the entire facility and all building systems and devices. New energy management control systems (EMCS) system to replace existing and to consist of direct digital controllers (DDC), electronic/electrical field devices and central control. Replacement of existing boilers, chiller and associated piping to provide fully functioning heating and cooling system. Replacement of lighting and emergency lighting fixtures in the entire facility to new LED light fixtures.
This is the first phase (Phase One) of a two-phase competition: the first phase will pre-qualify bidders based on mandatory requirements as per the attached Request for Qualifications; second phase (Phase Two) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. The list of pre-qualified bidders resulting from Phase One will be valid for a period of 60 days upon notification of meeting the mandatory requirements or upon award of contract in Phase Two whichever comes first.
No further Request for Qualifications will be published for this solicitation.

Policy on Reciprocal Procurement: This solicitation of bids is subject to the Policy on Reciprocal Procurement. This means that only Canadian Contractors are eligible for this solicitation of bids. Bids submitted by Non-Canadian Contractors will be rejected.
Basis of selection: Bidders that demonstrate they meet the mandatory requirements in the Request for Qualifications will be sent the ITT/specs/drawings. The construction contract will be awarded to the lowest-priced compliant bid.
