Public Safety Canada (PS) has a requirement for a technical team of engineers and subject-matter experts to research and develop a mitigation guideline and a decision-support tool to accompany the roll-out of the Federally Identified Flood Risk Areas (FIFRA) for Canada. This mitigation guideline will apply to federally-supported infrastructure investments, and will be used alongside a decision-support tool that differentiates project classifications by flood risk tolerance. The guidelines must identify appropriate mitigation conditions and risk tolerances that federal infrastructure investments with a risk of flooding are required to adhere to. The objective is to provide clear, yet flexible, guidance on appropriate flood resilience/mitigation requirements for infrastructure that can be implemented through the decision support tool in the FIFRA program.
To inform this, the Team is to first analyze and compare current mitigation requirements and summarize the findings into a report that includes a list of the most effective mitigation requirements.
The Team of Engineers will focus their work on the following objectives:
• review material provided by the Project Authority, including resources, methodologies, and requirements;
• research additional information (i.e. not yet collected by the Project Authority) through an environmental scan and comparative analysis of provincial, national, and international practices,
approaches and risk tolerance thresholds, including strengths and weaknesses, and costs and benefits;
• develop and recommend a mitigation guideline and content for the decision-support tool; and
• review and incorporate comments from PS into the report and final mitigation guideline and decision-support tool.
Contract duration
The estimated contract period will be 12 month(s), with a proposed start date of 2024/03/04.
