Nova Scotia’s goal for EV adoption is to achieve 30% zero-emission vehicles sales of all light duty and personal vehicles in the province by 2030 (30 by 30). To support this target Nova Scotia needs to expand the existing EV fast charging network.

In April 2022, the government approved a budget of $4M to be spent over four years to develop an EV fast charging network in Nova Scotia. This funding will be used to implement the “EV Fast Charging Network Infrastructure Program” and will encourage potential program participants to install new fast chargers by offering 25% to 50% funding for fast charger capital costs. The EV Fast Charging Network Infrastructure Program will prioritize building more capacity at existing charger locations along the TransCanada Highway, add chargers where there are network gaps, and ensure our smaller towns and rural communities have equitable access to EV charging.

The objective of this RFP is to select a Delivery Agent to develop and administer the EV Fast Charging Network Infrastructure Program. Under the guidance of NRR, the Delivery Agent will be responsible for successful administration of program funding to maximize the fast-charging network development. Key components of the work will include, but not be limited to:

    · Developing program guidelines
    · Working with NRR, other stakeholders and rightsholders to identify and prioritize the fast charger locations,
    · Supporting program participants with their program application(s),
    · Ensuring technical and operational requirements are met by program participants.
