    Description

    1. Purpose. Public Safety Canada (PS) is seeking to gather information through a Request for Information (RFI) from industry on the availability of a solution to support the business processes for the Office of the Foreign Influence Transparency Commissioner (FITCO). Additionally, PSC is seeking industry information on the rough order of magnitude costing of the purchase, development, and implementation of potential solutions to inform the options analysis.

    2. Nature of the Request for Information. An RFI is not a solicitation. Respondents should note the following:

    a. This RFI will not result in the award of any contract.
    b. This RFI is intended to solicit feedback from industry with respect to the matters described in this RFI.
    c. Any requirements included in this RFI may not necessarily follow as described in any subsequent solicitations.
    d. PS will not reimburse any respondent for expenses incurred in responding to this RFI.

    3. Treatment of Responses. PS wishes to identify to respondents how the information collected for this RFI will be treated.

    a. Use of Responses: Responses will not be formally evaluated. However, the responses received may be used by PS to develop or modify procurement strategies or any draft documents contained in this RFI. PS will review all responses received by the RFI closing date. PS may, in its discretion, review responses received after the RFI closing date.

    b. Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential. Canada will handle the responses in accordance with the Access to Information Act.

    c. Follow-up Engagement: PS may, at its discretion, meet with respondents, who have submitted information for consideration. Such follow-up activity, if conducted, may include, but is not limited to, individual meetings and/or conferences. PS may, in its discretion, contact any respondents to follow up with additional questions or for clarification of any aspect of a response. One-on-one engagement may be subject to a non-disclosure agreement prior to participation by parties involved.

    4. Contents of this RFI. This RFI contains a conceptual draft of the requirements and these documents remain a work in progress and respondents should not assume that new clauses or requirements will not be added to any document that is ultimately published by PS. Nor should respondents assume that none of the clauses or requirements will be deleted or revised. Comments regarding any aspect of the draft document are welcome.

    5. Questions. Because this is not a bid solicitation, PSC will not necessarily respond to enquiries in writing or by circulating answers to all potential suppliers. However, respondents with questions regarding this RFI may direct their enquiries to Mathieu Lemieux (mathieu.lemieux@ps-sp.gc.ca) and ps.contractunit-unitedecontrats.sp@ps-sp.gc.ca.

    6. Responses. Respondents are asked to complete the attached questionnaire. The questionnaire lists the operating context of the application, the business requirements of the application, and factors PS is seeking industry input that will have an impact on the form and manner of a solicitation. Respondents are encouraged to submit their responses as soon as they are complete to the RFI contact Mathieu Lemieux (mathieu.lemieux@ps-sp.gc.ca) and ps.contractunit-unitedecontrats.sp@ps-sp.gc.ca, even if in advance of the RFI closing date.

    The estimated contract period will be 12 month(s), with a proposed start date of 2026/04/01.
