    Description

    Requirement:

    Parks Canada requires the services of a civil engineering firm. In June 2023, an approximately 200 m section of Miette Road backslope has experienced sliding failure which resulted in debris and downed trees burying the roadside ditch and encroaching the road driving surface, reducing lane width, and causing disruptions to traffic. The slope failure has been a recurring phenomenon at this location, often triggered by heavy precipitation events. Parks Canada is seeking professional engineering services to assess the existing backslope condition, investigate the cause of failure, restore, or improve longitudinal/transverse road drainage, and propose long term slope stabilization solutions to prevent future slope failure occurrence at this location. Parks Canada is seeking a solution that has good balance between cost effectiveness, extent of land disturbance/vegetation removal and future maintenance requirement

    Mandatory Site Visit:

    1. There will be a site visit on July 3, 2024 at 11:00 AM (MDT). Interested bidders are to meet at Miette Mountain Cabins at the beginning of Miette Road in Jasper National Park.

    2. The site visit for this project is MANDATORY. The representative of the Bidder must sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected.

    3. Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (High Visibility Vests, Steel Toe Boots, etc.). Contractor’s personnel/individuals who do not have the proper safety attire may be denied access to the site.

    4. Bidders are requested to communicate with the Contracting Authority before the mandatory site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    Enquiries regarding this bid must be submitted in writing and should be received no later than eight (8) business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    PROPOSALS RECEIVED BY FAX AND EMAIL WILL BE ACCEPTED AS OFFICIAL.

    PARKS CANADA IS NOT CURRENTLY ACCEPTING BIDS VIA SAP ARIBA, YOU MUST SUBMIT YOUR BID VIA FAX OR EMAIL AS INDICATED IN THE SOLICITATION DOCUMENT.

    PROPOSALS RECEIVED IN-PERSON OR BY COURIER WILL NOT BE ACCEPTED.

    The only acceptable email address for responses to proposal solicitations is soumissionsami-bidsrpc@pc.gc.ca. Proposals submitted by email directly to the Contracting Authority or to any email address other than soumissionsami-bidsrpc@pc.gc.ca will not be accepted.

    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Proponent is responsible for any failure attributable to the transmission or receipt of the emailed proposal due to file size.

    The Proponent should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Proponent should send the proposal in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to proposal documents will not be accepted. Proposal documents must be sent as email attachments.

    Information:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at https://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk.
