    Notice of Proposed Procurement (NPP)

    Reference Number: 10231896

    Title:

    Transportation, installation, maintenance and removal of Digital Signage Towers for Capital Experience events in the National Capital Region.

    Description of Requirement:

    The purpose of this Request for Standing Offers (RFSO) is to establish a Standing Offer for the Department of Canadian Heritage (PCH) for the provision of Transportation, installation, maintenance and removal of Digital Signage Towers for Capital Experience events in the National Capital Region (NCR) on an “as-and-when-requested” basis.

    Duration of Contract:

    Initial period: Standing offer award to March 31, 2027.
    Option period: April 1, 2027 to March 31, 2028

    Evaluation Process and Selection Methodology

    There are mandatory technical criteria associated with the requirement. The mandatory criteria are as follows:

    M1: Offerors must provide the details and descriptions of at least two projects completed in the last five years as of bid closing date that clearly demonstrate their experience with ALL of the following activities:

    • Transportation, maintenance and installation of outdoor event-related equipment with a sustained power source under all-weather conditions.

    Each project description must include:
    • The name of the client
    • A description of the work
    • The period of work

    M2: Offerors must provide a comprehensive work plan detailing how they will meet all the requirements listed in Section 3 of the Statement of Work.

    The work plan must include:

    • A complete listing and description of all the equipment to be used to meet the all the requirements.
    • A complete listing of all roles personnel will be performing in order to meet the requirements

    The selection of a successful bidder will be made using the following selection methodology:
    Mandatory Technical Criteria Only

    An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.

    Contract duration

    The estimated contract period will be 48 month(s), with a proposed start date of 2024/04/01.
