    1. Two Phase Selection Process:
    This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested respondents; the second phase (Phase Two) will invite the qualified respondents to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire upon award of a contract in Phase Two and the prequalification list will not be used in any other solicitation.

    2. Location
    Milford, Ontario K0K 2P0

    3. Purpose
    Renovation and expansion of the Vancott Cottage Prince Edward Point National Wildlife Area (PEPNWA) located on federal land and subject to federal regulations.

    4. Objective
    The Contractor shall successfully obtain all required permits and provide all necessary labour, materials, and equipment required to complete the renovation and expansion of the Vancott Cottage Prince Edward Point National Wildlife Area, located in Milford, Ontario K0K 2P0 as outlined in the engineering specifications and drawings that will be released to those qualified to complete Phase 2. The work will require:
    a) obtaining a permit under the Canada Wildlife Act (CWA) https://www.canada.ca/en/environment-climate-change/services/national-w…
    b) obtaining a Letter of Advice under the Species at Risk Act (SARA) https://splep-saraps.az.ec.gc.ca
    c) providing all necessary labour, materials, and equipment, and appropriate environmental mitigation measures required to renovate and expand the existing Vancott Cottage at the Prince Edward Point Wildlife Area, located in Milford, Ontario K0K 2P0 as shown in the engineering specifications and drawing that will be released to those qualified to complete Phase 2.
    d) a qualified person to assist with permit preparation and to be on site during construction to ensure that mitigation measures are implemented as outlined in permits.

    Environment and Climate Change Canada will lend support/guidance to contractor on permit applications.

    5. Site Visit
    There will be a mandatory site visit during the second phase of the tender.

    6. Estimated Value
    To assist with bonding and insurance requirements, this project is estimated to cost approximately between $450,000.00 and $550,000.00 (taxes excluded).

    7. Official Languages
    Environment and Climate Change Canada provides procurement services in both official languages. Bidders may submit a bid in the official language of their choice.

    The estimated contract period will be 2 month(s), with a proposed start date of 2024/12/23.
