    Advance Contract Award Notice (ACAN)

    1. ACAN
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services, or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the Requirement
    Pacific Economic Development Canada (PacifiCan) has a requirement for access to information products. We require that these information products provide us data, including economic models, analysis, and data that contain reliable, comprehensive data related to both Canada and the World at a macro economic scale. Accessible on a web platform that can be accessed by PacifiCan employees. The two models we require access to are the Canadian Provincial Territorial Model with 5-year & 10-year forecasts, and the Global Economic Model with 5-year, and 10-year forecasts.

    3. Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements)
    The information product Pacific Economic Development Canada requires has 5-year and 10-year economic models that contain quantifiably comprehensive reliable data related to both Canada and the World at a macroeconomic scale. It provides a detailed breakdown of key indicators for over 100 different industries and sectors. It also contains environmental factors and give insight as to how these affect the models provided. Also, it shows linkages between these two regions (Canada & The World) and how each affect one another across the key indicators in the 5-year and 10-year economic forecasts. This product with assist us as an agency with developing policy and program development.

    Any interested supplier must demonstrate by way of a statement of capabilities that its product / equipment / system (as appropriate) meets the following requirements:

    Have an extensive World Model and Canadian Territorial Model that can be used to do scenario testing. To determine effects during shocks to the various systems located within various regions, that likely would impact the BC Economy and Environment. Giving us a good, estimated picture of what could result and allow us to determine potential responses.

    4. Applicability of the Trade Agreement(s)
    This procurement is subject to the following trade agreement(s):

    5. Justification for the Pre-Identified Supplier
    Oxford Economics has over 40 years’ experience in providing quality and expertise in forecasting and modelling for specific geographies and sectors, in addition to the world. This model, data, and research can only be accessed through this direct purchase with Oxford Economics, as it holds the exclusive title to the intellectual property (the data is not accessible by any secondary distributor). The Crown may use the IP with certain restrictions, such as not for distribution outside the Department or for commercial sale, and which may not be deemed competitive with any of the vendor’s products.

    There are no other suppliers for this material in Canada. These products include economic models and forecasts for detailed industrial sectors and environmental variables for all provinces in Canada that is not available elsewhere. The product also enables the department access to reports on national and global economic trends impacting British Columbia including trade and investment, skills, tourism, and climate change.

    6. Government Contracts Regulations Exception(s)
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection(s): 6(d) – “Only one person is capable of performing the work.”

    7. Period of the Proposed Contract or Delivery Date
    The proposed contract is for a period of 1 year, from March 15, 2024, to March 14, 2025.

    8. Cost Estimate of the Proposed Contract
    The estimated value of the contract, including option(s), is $ 154,360.00 (GST/HST extra).

    10. Supplier’s Right to Submit a Statement of Capabilities
    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    11. Closing Date for a Submission of a Statement of Capabilities
    The closing date and time for accepting statements of capabilities is 2:00pm PST March 8, 2024.

    The estimated contract period will be 12 month(s), with a proposed start date of 2024/03/15.
