    Background
The Employment Equity Act (the Act) and its Regulations require that employers perform an in-depth assessment of their workforce, and conduct a review of their employment systems, policies and practices where under-representation of persons in designated groups is identified.
The review will help to determine whether any employment systems, policies, and practices are an employment barrier against persons in designated groups. The process and expected outcomes are outlined by the Canadian Human Rights Commissions (CHRC) as well as the Public Service Commission and Treasury Board of Canada Secretariat Guide.
Elections Canada conducted its last Employment Systems Review (ESR) in 2015. An ESR is considered the most powerful force for corporate cultural change; it searches for the causes of underrepresentation and gaps in all employment systems both formal and informal.

    Requirement
EC requires the services of consultants to do an Employment Systems Review for the Office of the Chief Electoral Officer (OCEO), including Elections Canada, the Commissioner of Canada Elections, Election Administrators, Election Officers and Office Staff.
