    Description

    1. Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement

    Before Operational Stress Training

    The RCMP requires in person group Before Operational Stress (BOS) training sessions delivered an estimated 4 times per year to Telecommunications Operator Trainees on RCMP premises in Edmonton and Red Deer, Alberta. The BOS training must be provided within the training schedule of Telecommunications Training conducted by the Operational Communication Centre (OCC).

    The contract period will be for one year from the date of contract with an irrevocable option to extend it for up to two additional one-year periods.

    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
    BOS Lecture Series

    • Training must be an in-person classroom-based learning approach to the BOS

    • Training must be intended for new recruits and early-career positions in public safety or other at-risk industries

    • Training must provide key BOS concepts at the start of a career to help prevent operational stress before it happens

    • The training must provide trainees information necessary to understand operational stress and must provide mitigation strategies to decrease stressful event impact on the employee

    • Training sessions must be able to accommodate up to 50 participants

    • Training must be able to be provided multiple times per year

    • Training must be able to be provided on varying schedules, according to specific training dates requested by OCC

    • Training must be directed specially for new employees, prior to traumatic exposure

    • Training must provide specific First Responders scenarios and must be First Responder targeted

    • Training must include education about reactions to traumatic incidents

    • Training must include education and coping strategies if/ when exposed to traumatic Incidents

    • Training must include information based on prevention of Operational Stress Injuries and Post Traumatic Stress Disorder

    • Training must include self care information

    5. Justification for the Pre-Identified Supplier

    Wayfound Mental Health Group is the only known supplier capable of providing Before Operational Stress training that meets the operational needs of the RCMP for Telecommunications Training conducted by the Operational Communication Centre (OCC) in Edmonton and Red Deer, Alberta, as described in #3 of this ACAN.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements, as described in #3 of this ACAN.
