    1. Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    2. Definition of the requirement
    The National Research Council (NRC) of Canada has a requirement for the supply of a digital oscilloscope with a large memory depth, to support expansion of photonics and quantum information activities and to align with NRC’s quantum objectives.
    A GHz-rate oscilloscope with a large memory depth will enable our lab to make long continuous time measurements of our single photon detectors and of our integrated optics devices. This is crucial to characterizing our systems in order to get a proper measure of properties such as the dispersion of the device or single photon event correlations. For dispersion measurements, we must continuously scan a laser and measure the response, with specific resolution, to capture the full scanned range of our lasers. The response must be compared to two other signals as accurately as possible, all in one long measurement. For single photon correlations, long continuous measurements in time will give our lab a new tool to analyze the sources for quantum information applications, and study the performance of our waveguide-coupled single photon detectors.
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    The contractor must provide all equipment, operator manual, peripherals, accessories, and components necessary for the laser pulse selector to work in accordance with the Mandatory Technical Requirements specified herein. This must include, but is not limited to all of the following:
    a. Digital oscilloscope;
    b. Memory depth meeting NRC requirements;
    c. All necessary power cables and data accessories for operation;
    d. Operational and maintenance manuals in electronic format;
    All as detailed herein. All electrical equipment supplied under the Contract must be certified or approved for use in accordance with the Canadian Electrical Code, ESA (Electrical Safety Authority), or American equivalent. All costs for certification are the responsibility of the Contractor.
    The Contractor must provide the requirement with the following specifications:

    5. Justification for the Pre-Identified Supplier
    No, there are no alternative sources for a digital oscilloscope that can be upgraded to have 3 Gpoints of memory depth for 2 channels. Our intended use of the oscilloscope requires both a large bandwidth (6+ GHz) and the aforementioned memory depth in order for us to properly characterize the properties of our integrated optical designs. Without this, some of our projects will be unable to perform the critical measurements that are needed to properly measure and update designs for new generations of quantum photonics devices.
    6. Government Contracts Regulations Exception(s)
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the contract".
    7. Exclusions and/or Limited Tendering Reasons
    The following exclusion(s) and/or limited tendering reasons are invoked under the:
    a. Canadian Free Trade Agreement (CFTA) – Article 513 (1) (b) (iii): due to an absence of competition for technical reasons;

    k. Canada-Ukraine Free Trade Agreement (CUFTA) – Annex 10-6 (2) (a): any form of preference, including set asides, to benefit micro, small and medium enterprises; and
    l. Canada-United Kingdom Trade Continuity Agreement: refer to CETA as the provisions of CETA are incorporated by reference into and made part of this Agreement. (CETA) Article 19.12 (b) (iii).
