    Description

    This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 2 for services in the Pacific Region for the following categories:
    • One (1)×Level 2 P.9 Project Manager,
    • One (1)×Level 2 B.1 Business Analyst,
    • One (1)×Level 3 A.6 Programmer/Software Developer,
    • One (1)×Level 2 A.6 Programmer/Software Developer, and
    • One (1)×Level 1 A.6 Programmer/Software Developer,
    Description of Work:
    DFO has a mandate to manage the sustainable harvest of all aquatic species. To enable effective management and decision making, it is critical to collect catch, effort and other data for all Pacific fisheries and make that data available for analysis and reporting to a variety of stakeholders.
    DFO Pacific Region has developed several data management systems to effectively manage fisheries data. These include but are not limited to the Kept and Released Estimation Survey Tool (KREST), National Recreational Licensing System (NRLS), and the National Special Licence Issuance System (NSLIS).
    KREST provides a common solution for integrating widely dispersed Recreational and Indigenous fisheries data in Pacific Region into a centralized location for DFO staff to readily access and use to support informed fisheries management decisions, and provides tools for the generation of catch and effort estimation using consistent methodologies and standards. KREST includes an internal user interface and two remote data collection applications - Aboriginal Harvest Management System (AHMS) and KREST Remote.
    NRLS is used to provide online services for recreational fishers to purchase a Tidal Waters Sport Fishing (TWSF) licence and Salmon Conservation Stamp over the internet through the NRLS. Licence and catch information is integrated with KREST.
    NSLIS is an internal system used to issue all non-commercial and non-recreational licences in the Pacific Region. Licence information is integrated with KREST and AHMS to allow for reporting of catch and effort information against fishery licences.
    Also included are some other systems:
    • FNS (Fisheries Notification System)
    • Salmon Quota (Salmon ITQ and ProdSalmon DMP);
    • Licence and Quota Registry (LQR),
    Details are provided in the Annex “A” - Statement of Work.
    Moreover, further application development services are required in order to continue the maintenance and enhancements of the Pacific Region Commercial, Recreational and Indigenous fisheries information management systems, such as those aforementioned, to meet ongoing demands for data integration, data management and advanced reporting functionalities.

    The estimated contract period will be 36 month(s).
