    Description

    Project Name: Develop a Publicly Available Specification to guide non-specialist medical and/or social professionals to apply evidence-based and stepped-care approaches for addiction care.

    Description: Development of a Publicly Available Specification, in English and French, that will offer guidance and best practices to assist medical and/or social professionals who are not addiction care specialists in implementing evidence-based care and stepped-care approaches in their practice, in accordance with clinical guidelines.

    The guidance will also include content to:
    • address several workforce challenges, including fragmentation of care, inadequate resourcing, lack of support, lack of clarity on roles, support improved training, as well as issues related to regulated health care professionals and unregulated care providers.
    • incorporate best practices for providing care that is evidence informed; culturally safe and linguistically appropriate; equitable and inclusive, and principles that aim to reduce racism and stigma.

    Justification for the Pre-Identified Supplier:

    Canadian Centre on Substance Use and Addiction (CCSA) is recognized as a leading provider of national leadership on substance use and addictions to advance solutions to address alcohol and other drug-related harms via partnerships with not-for-profit associations, government agencies, public health, law enforcement, industry, and People with Lived and Living Experience.

    Through its engagement and leadership within the mental health and substance use health domain in Canada, the CCSA possesses existing resources and Intellectual Property required to perform the work, including:
    • Ownership of a vast library of intellectual property on a variety of substance use- and addiction-related publications, including, but not limited to:
    - Culturally Safe and Anti-oppressive Practice (Behavioural Competencies for Canada's Substance Use Workforce), guide;
    - Ethical Conduct and Professionalism (Behavioural Competencies for Canada's Substance Use Workforce), guide;
    - Understanding Concurrent Substance Use And Mental Health Conditions (Technical Competencies for Canada's Substance Use Workforce), guide;
    - Continuous Learning (Behavioural Competencies for Canada's Substance Use Workforce), guide.
    • Creation and Ownership of Intellectual Property for the 2005 National Framework for Action to Reduce the Harms Associated with Alcohol and Other Drugs and Substances in Canada by representatives from governments, enforcement agencies, Aboriginal service providers, NGOs, academics, the health community, and Health Canada. Updated in 2017, The National Framework provides a roadmap for change in Canada and aims to build a healthy society and address the stigma associated with substance use and addiction.

    This is a notification to suppliers that for the reasons outlined above and sufficient qualifications, SCC will be initiating a contract with the Canadian Centre on Substance Use and Addiction (CCSA) to complete this work. Parties interested in disputing this initiative may submit a statement clearly demonstrating their reasons for dispute on or before the closing date of this ACAN.

    Other interested Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Authority on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the listed requirements. If no other supplier submits, on or before the closing date, SCC’s requirement for competitive bidding has been met. And the contract may be awarded to the Proposed Supplier.

    The estimated contract period will be 8 month(s), with a proposed start date of 2023/06/26.
