    Description

This is a notice of proposed procurement for a requirement that is limited for bidding among firms registered on the Inuit Firm Registry (IFR).

Under Article 23 of the Nunavut Land Claims Agreement, the Government of Canada is legally required to increase Inuit participation in government employment in the Nunavut Settlement Area to a representative level (85% Inuit as of 2016 census). Marine Communications and Traffic Services (MCTS) Iqaluit has historically had challenges recruiting and qualifying Inuit candidates into these positions. A curriculum and orientation course was previously developed with an Inuit education organization in 2022 to specifically address barriers Inuit have faced and communicated with the process. The Canadian Coast Guard Arctic Region is now seeking services to deliver the orientation course curriculum, including recruiting interested/suitable candidates to attend the course, and all delivery logistics. Any resulting contract will be from contract award to February 28, 2027.

This procurement is subject to the Nunavut Comprehensive Land Claims Agreement. This bid solicitation is to establish a contract for the delivery of the requirement detailed in the bid solicitation, to DFO-CCG across Canada, including areas subject to the Nunavut Comprehensive Land Claims Agreement.

Duration of Contract: from contract award to February 28, 2027

Any conditions for participation of suppliers not specified in the solicitation documentation:
This solicitation is open only to suppliers who are registered on the Inuit Firm Registry (IFR).
