    Description of the Requirement:

    Employment and Social Development Canada (ESDC) is seeking to contract an evaluation consultant (the Contractor) to conduct a summative evaluation of the Community Services Recovery Fund (CSRF).

    The Contractor will evaluate the design of the program against its intended outcomes to inform future policy direction. The Contractor will integrate Gender-Based Analysis Plus (GBA+) into the evaluation to assess how well the CSRF engaged community service organizations (CSOs) serving and led by diverse, intersecting and equity-deserving communities.

    The evaluation will involve multiple data collection methods, including but not limited to:
    • Program document and data file review;
    • Key informant interviews with funded CSOs and program officials;
    • Case studies of National Funders; and
    • Survey of CSOs that applied to the CSRF.

    The Contractor will be responsible for developing a methodology report that outlines the proposed evaluation design for the summative evaluation in consultation and with final approval from the Project Authority. This report should take into consideration the lines of evidence proposed in this Statement of Work; however, the Contractor may recommend an alternative approach based on their expertise.

    The Contractor will also be asked to prepare the data collection instruments for each of the lines of evidence outlined in their methodology report. Moreover, the Contractor will be responsible for data collection, analysis and creating technical reports for each line of evidence, in addition to writing a summative evaluation report.

    The evaluation is to cover the period from late FY 2021-22 to the end of FY 2024-25. The Contractor is expected to complete the majority of the lines of evidence and deliverables associated with the summative evaluation by late FY 2024-25. The Contractor will complete any outstanding lines of evidence and submit all remaining deliverables by March 31, 2025

    Level of Security Requirement:
    1. The contractor/offeror must, at all times during the performance of the contract/standing offer, hold a valid designated organization screening (DOS) with approved document safeguarding at the level of protected B, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC)
    2. The contractor/offeror personnel requiring access to protected information, assets or work site(s) must each hold a valid reliability status, granted or approved by the CSP, PWGSC
    3. The contractor must not utilize its Information Technology systems to electronically process, produce or store protected information until the CSP, PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of protected B
    4. Subcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP, PWGSC
    5. The contractor/offeror must comply with the provisions of the:
    a. Security Requirements Check List and security guide (if applicable), attached at Annex C
    b. Contract Security Manual (latest edition)
