Cleaning Training Program, NB

An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

1. Definition of the requirement:

Policy on Reciprocal Procurement: the Policy on Reciprocal Procurement does not apply to this procurement.

The Correctional Service Canada has a requirement for a vocational program and employment opportunity for federally sentenced offenders monitored in the community that ensures cleaning services for the co-located Parrtown Community Correctional Centre (CCC) and Saint John Parole Office. The work will involve the following:

1.1 Objectives:

To provide a Cleaning Training Program that includes:

• Vocational training including third party certification
• On-the-job training including monitoring and employment support
• Cleaning services

1.2 Tasks:

*For the purpose of this document, federally sentenced offenders monitored in the community are referred to as Participants and the contractor’s proposed cleaner and trainer is referred to as Resource.

a) The Supplier must establish and deliver a Cleaning Training Program in accordance with the requirements of this Statement of Work. The Program must be of a caliber, scope, and duration sufficient to enable each successful Participant to develop the skills, knowledge, and competencies required to independently perform professional cleaning services.

b) The Supplier must supply a qualified Resource to provide training and on-the-job supervision to proposed offenders monitored in the community. The training and on-the-job supervision must include, but is not limited to, the following:

• Cleaning procedures and practices in accordance with the Contractor’s certification program’s requirements and standards
• Operating tools and equipment, including powered cleaning equipment
• Disinfecting and the proper use of hazardous chemicals according to manufacturer’s instructions
• Use of PPE

c) The Supplier will select a Participant from the list of eligible Participants provided by the Department. The Contractor must ensure a reasonable rotation of participants in order to provide the opportunity to different individuals.

d) The Supplier must provide a Resource to provide janitorial services with the Participant from Monday to Friday, starting at 16:00, for a maximum of 3 hours daily.

e) The Resource must monitor and evaluate the Participant. The Resource must complete a post program report for each Participant that includes, but is not limited to, a brief evaluation of their performance based on the training program’s requirements and standards as well as whether they received certification. The report must be provided to the Project Authority within 14 business days of the Participant completing the training.

f) The Supplier must issue Certificates of Successful Completion to Participants who complete the training based on the training program’s requirement and standards.

g) The Resource and Participant must complete the tasks listed in the cleaning checklist (Appendix A of the Statement of Work) for the following areas, including when the Participant is unavailable:

 5 washrooms
 1 hallway
 17 offices
 1 reception area
 1 vestibule
 3 conference rooms
 1 elevator
 1 set of stairs including railings and landings
 4 cubicle offices
 1 kitchenette
 3 restricted areas: electrical room, storage room, boiler room
 1 cleaning supply room

h) The Resource and Participant must use appropriate safeguard measures in any area where the work is being performed. This includes but is not limited to using signs to indicate wet floors and protecting the contents of the area from damage from water and cleaning products.

i) Desk tops and filing cabinets must not be touched or disturbed in staff offices.

1.3 Deliverables:

1.3.1 Paper consumption:

a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.

b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.

c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).

1.4 Constraints:

1.4.1 Location of work:

a. The Contractor must perform the work at Parrtown CCC and Saint John Parole Office, 23 Carleton Street, Saint John, NB E2L 2Z2

b. Travel

ii. No travel is anticipated for performance of the work under this contract.

1.4.2 Language of Work:

The contractor must perform all work in English.

1.4.3 Security Requirements:

This contract includes the following security requirements:

1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

2. The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.

3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.

4. The Contractor must comply with the provisions of the:

a) Security Requirements Check List and Supplemental Security and Classification Guide (if applicable);
b) Contract Security Manual (Latest Edition).

2. Criteria for assessment of the statement of capabilities (minimum essential requirements):

Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

a) The Supplier must provide an outline of their cleaning training program for federal offenders detailing the topics covered that includes but is not limited to the topics provided in the Statement of Work:

• Cleaning procedures and practices;
• Operating tools and equipment, including powered cleaning equipment;
• Disinfecting and the proper use of hazardous chemicals according to manufacturer’s instructions;
• Use of personal protective equipment (PPE);

b) The Bidder must provide certification when a Participant completes the training program. A sample certificate must be submitted, including name of Supplier organization, name of training program, name of Participant, and program completion date.

Experience:

The Resource must have a least one year of cleaning experience in the last five years.

The Resource must have at least one year of experience working with offenders in the last five years.

3. Applicability of the trade agreement(s) to the procurement

This procurement is not subject to any trade agreement.

4. Set-aside under the Procurement Strategy for Indigenous Business

This procurement is not subject to any set-asides for Indigenous Suppliers.

5. Comprehensive Land Claims Agreement(s)

This procurement is not subject to a Comprehensive Land Claims Agreement.

6. Justification for the Pre-Identified Supplier

There is a limited number of suppliers within Newfoundland and Labrador capable of delivering a Cleaning Training Program to meet the specific needs of CSC and the federal offender population.

The supplier has successfully demonstrated their ability and expertise in helping with the offender’s safe rehabilitation and reintegration into the community.

The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.

7. Government Contracts Regulations Exception(s)

The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:

(d) only one person is capable of performing the contract.

8. Exclusions and/or Limited Tendering Reasons

This procurement is not subject to any trade agreement.

9. Ownership of Intellectual Property

There are no intellectual property terms in the contract.

10. Period of the proposed contract or delivery date

The proposed contract is for a period of 1 year, from date of Contract to July 31st, 2027.

11. Cost estimate of the proposed contract

The estimated value of the contract, including option(s), is $41,262.00 (GST/HST extra).

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

14. Closing date and time for a submission of a statement of capabilities

The closing date and time for accepting statements of capabilities is August 20, 2026 at 2:00 PM ADT.
