NOTICE OF PROPOSED PROCUREMENT (NPP)
Location of Work:
Canadian Coast Guard Brébeuf IRB Station, located at Brebeuf Island, Georgian Bay, Ontario; approximate GPS location 44°52'34.7"N, 79°53’05.2"W.
Background Statement:
The Department of Fisheries and Oceans (DFO) requires services comprise the abatement and reinstatement of Canadian Coast Guard Brébeuf IRB Station, located at Brebeuf Island, Georgian Bay, Ontario.
Scope of Work:
The purpose of this project is to perform the following work using Environmental Abatement Council of Canada (EACC) Level 3 mould procedures in conjunction with EACC Class 2A lead abatement procedures and O.Reg. 278/05 Type 2 / Moderate Risk asbestos procedures as per Canada Occupational Health and Safety Regulation, SOR/86-304, made under the Canada Labour Code, Part X:
1. Remove and dispose of the mouldy building finishes, including but not limited to, drywall, insulation, vapour barrier, wood baseboards, plaster, and gypsum lath from all walls in the First Floor Stairwell/Corridor, Bedroom, and Washroom, and the Second Floor Stair Landing and Gym, extending to full height and length.
2. Remove and dispose of the mouldy building finishes, including but not limited to drywall, insulation, vapour barrier, plaster, and gypsum lath from the ceilings in the First Floor Stairwell/Corridor, Bedroom, and Washroom, and the Second Floor Gym.
3. Clean and dry the wood structure and wood lath, where present, behind the removed wall and ceiling finishes.
4. Scrape the water damaged paint from the wood ceiling in the Second Floor Stair Landing. Clean and dry the wood ceiling beneath the removed paint finishes. If mould growth and/or water damage is observed on the surface of the wood ceiling, and cleaning is ineffective, apply a mould encapsulating paint if necessary.
5. Clean/scrape the mould growth off the paint from the surface of the metal walls, flooring, and ceiling in the Lighthouse Tower.
This work is to be conducted from contract award date to May 7, 2025.
This is a first phase (Phase one) of a two-phase competition: the first phase will pre-qualify bidders based on mandatory requirements as per the attached Request for Qualifications; second phase (Phase two) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. The list of pre-qualified bidders resulting from Phase One will be valid for a period of 60 days upon notification of meeting the mandatory requirements or upon award of contract in Phase Two whichever comes first.
