Objectives
The Marine Industry Advisory Committee (MIAC) was established in 2018 to facilitate coordinated dialogue and problem solving surrounding opportunities and challenges facing the Canadian marine industry. The committee provides a forum for the discussion of a range of cross-cutting topics including, but not limited to, planning, interdependencies, best practices, diversity, equity and inclusion, reconciliation, innovation, international market opportunities and trends, and the state of the Canadian marine sector. Through increased stakeholder engagement, the MIAC will provide input into plans in response to these, assist with implementation and provide advice to the Interdepartmental Marine Committee (IMC). The Interdepartmental Marine Committee (IMC) was established to facilitate the coordinated dialogue between federal stakeholders surrounding federal marine commodity procurement requirements, opportunities, and challenges. The IMC provides a forum for the discussion and joint decision-making on a range of cross-cutting topics that impact the collective marine commodity including, but not limited to planning, forecasting, specifications and standards, coherence and consistency, leveraging procurement vehicles, overseeing the progress of transformation initiatives, and shaping the annual industry engagement sessions on marine procurement.
MIAC meetings complement but do not replace standard industry engagement that occurs in the context of individual procurement processes. In order to factor in regional realities within the Canadian marine industry, MIAC membership consists of representatives located in regions all across Canada.
Committee membership
The MIAC is chaired by the Director General of Public Services and Procurement Canada’s (PSPC) Marine Services and Small Vessel Sector and has a regional industry association Co-Chair. MIAC’s government membership comprises the Director Generals of:
• Department of National Defence’s (DND) Maritime Equipment Program Management Division
• Canadian Coast Guard’s (CCG) Integrated Technical Services
• Royal Canadian Mounted Police’s (RCMP) Material and Assets Management Branch
• Transport Canada’s (TC) Marine Policy
• Innovation, Science and Economic Development Canada’s (ISED) Aerospace, Defence and Marine Branch
• Public Services and Procurement Canada (PSPC), Procurement Assistance Canada (PAC)
The Chair, in consultation with the Co-Chair, may call additional Government of Canada representatives to participate in meetings as appropriate.
Achieving a balanced and comprehensive representation of industry on the MIAC is of prime importance to the committee in its quest to convey and receive information to and from Industry.
While there does not appear to be an overarching national marine industry association, the following associations have been invited to be part of the MIAC:
• Association of British Columbia Marine Industries (ABCMI)
• Atlantic Canada Aerospace and Defence Association (ACADA)
• Nova Scotia Boatbuilders Association (NSBA)
• Canadian Marine Industries and Shipbuilding Association (CMISA)
• Council for the Advancement of Native Development Officers (CANDO)
• Canadian Institute of Marine Engineering (CIMarE)
• Canadian Association of Defence and Security Industries (CADSI)
• Canadian Ferry Association (CFA)
The MIAC is hereby soliciting industry nominations for interested executives operating in their given market segment to respectively represent the following (1) :
• Small Vessel Construction (2 small vessel construction, 2 small craft construction companies)
• Disposals (2 representatives)
• In-Service Support (3 representatives)
• Repair, Refit and Maintenance (3 representatives)
• Design Services and Technology (2 representatives)
• Engineering Support Services (1 representative)
• Marine Goods Providers (2 representatives)
(1) Please note that the MIAC will be accepting one submission per market segment per company.
Tenure
Industry stakeholders will be nominated for a three year term that may be renewed on mutual agreement if other companies have not expressed interest in the position or if the Chair determines it necessary to extend membership in order to assure continued progress of the committees’ discussions.
Participation
Attendance shall be by members without substitution. Replacement of members due to personnel changes within a company or organization will be subject to ratification through the Secretariat.
Service on the committee will entail the self-funding of attendance at meetings. While in-person meetings are encouraged, virtual attendance may be possible.
Nomination process
This year we have eight committee members who have completed their mandate. We will have to fill the following 11 positions:
• 2 positions in the market segment: Repair, Refit and Maintenance
• 2 positions in the market segment: In-Service Support
• 2 positions in the market segment: Small Vessel Construction
• 2 positions in the market segment : Small Craft Construction Companies
• 1 position in the market segment : Marine Goods Providers
• 1 position in the market segment: Design, Services and Technology
• 1 position in the market segment: Engineering Support Services
In order to submit your nomination, companies are requested to complete the MIAC Membership Interest Form and select which market segment (2) by February 9.

Next steps:
1. February 9, 2024: Closing date for request for nominations
2. February 20, 2024: Member selection
The Marine Commodity Management secretariat will review the applications and number of candidates per market segment. Members will be selected based on the number of nominations received. Should the solicitation of membership through this mechanism yield less than the expected amount of representatives, the secretariat will contact key members of the industry to solicit interest and may issue an invitation. Conversely, should requests for representation exceed the proposed allocations, the Secretariat will conduct a random draw among the interested companies (within the appropriate segment).
