This requirement is open only to those TSPS Supply Arrangement Holders who qualified under E60ZT-18TSPS for services in the National Capital Region for the following category:
The Canadian Coast Guard (CCG) requires the professional services for two (2) senior level consultant under stream 2. Business Consulting / Change Management Stream, one consultant under category 2.1 Business Analyst and one (1) consultant under category 2.7 Needs Analysis and Research Consultant
Objective:
The objectives of the study are to:
a. examine the CCG’s current outreach, recruitment and retention practices relative to seagoing and shore-based positions;
b. analyze the outreach, recruitment and retention practices relative to fleet and shore-based positions within the Canadian marine sector and see how they compare to those of the CCG;
c. identify who CCG’s primary competitors are in the labour market in terms of hiring and retaining employees in critical fleet and shore-based occupations;
d. identify emerging trends in the marine sector that will have an impact on CCG’s recruitment and retention efforts;
e. review the development and implementation of a National CCG Talent Attraction, Recruitment and Retention Strategy for fleet and shore-based positions that includes short, medium and long-term action plans and reportable milestones; and
f. analyze recommendations for a whole of government approach in addressing critical crewing shortages.
Background:
The maritime industry is essential to the global economy, and it has been and continues to be facing significant hiring challenges over the past and next thirty (30) years due to employee retirements and voluntary departures in critical occupations, to prohibitive training costs, to lack of access to training and sea-time, to technological innovations in the sector, and to low awareness of careers available in the sector. These conditions leave the Canadian Coast Guard (CCG) in competition with other government departments as well as with the maritime industry for scarce resources.
In order to better inform its talent attraction, recruitment and retention activities with data-driven evidence, the CCG requires a study of trends and comparisons in the marine labour market that will examine current industry practices and compare them to the CCG’s. This study will help identify gaps and trends by types of positions, salaries, benefits, work-life balance, retention and attraction issues, training needs and other human resources issues facing the CCG and the marine sector. It will also be tailored to show trends by region, and have a Gender Based Analysis Plus (GBA+) lens ensuring consideration of equity deserving groups is included. The study is to also include recommendations for an outreach, recruitment and retention strategic plan over the short-, medium- and long-term, including targeted strategies for reaching equity groups.
The project for this contract will be led by CCG’s Force Generation, a new directorate within CCG’s Personnel Branch that was established to support national recruitment, retention, training, career management and health promotion activities.
Scope of Work:
This is a requirement to study the trends, examine current industry practices and comparisons of the Marine Labour Market within Canada for the Canadian Coast Guard (CCG).
This CCG contract is for a Contractor to provide two (2) resources under the following Task-Based Supply Arrangement (TBSA) stream, category and level listed below:
Stream: 2 Business Consulting/Change Management
• 2.1 Business Analyst
• 2.7 Needs Analysis and Research Consultant
Comprehensive Land Claims Agreement:
The resulting contract(s) will not include deliveries within locations within Yukon, Northwest Territorites, Nunavut, Quebec, or Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirements for deliveries within locations within Yukon, Northwest Territorites, Nunavut, Quebec, or Labrador that are subject to CLCAs will have to be treated as a separate procurement, outside of this bid solicitation.
Ownership of Intellectual Property:
Fisheries and Oceans Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, for the following reasons, as set out in the Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts: the main purpose of the Contract, or of the deliverables contracted for, is to generate knowledge and information for public dissemination.
Security Requirement:
Security Requirement: Common PS SRCL #22 applies
Minimum Corporate Security Required: DOS - Secret
Period of Contract:
The period of contract shall be from date of award to December 31, 2022. There are one (1) option periods of one (1) year to be exercised at the discretion of the Department.

The requirement is subject to the provisions of “the Canada-Chile Free Trade Agreement (CCFTA), Canada-Peru Free Trade Agreement (CPFTA), Canada-Colombia Free Trade Agreement (CColFTA), Canada-Panama Free Trade Agreement (CPanFTA), Canada-Honduras Free Trade Agreement, Canada-Korea Free Trade Agreement, Canadian Free Trade Agreement (CFTA)”.
