    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    REQUIREMENT

    Parks Canada requires urgent support to manage and potentially eradicate zebra mussels in Clear Lake, MB. The initial Phase of the project will entail hydrological isolation of the anticipated areas, with additional treatment Phase(s) to be optioned should viable population(s) of zebra mussels be confirmed in the containment areas.

    The treatment Phase, if optioned, will employ the use of Potassium chloride (KCl, also called potash) applications. KCl has been shown to be effective in killing zebra mussels at all life stages.

    Phase 1 - Required and Immediate: Containment Curtain

    The Contractor must establish three (3) containment areas A, B, and C (see Figure 1 for proposed areas) and install a curtain that is of sufficient depth and length to isolate the predetermined area(s) allocated for a treatment using potash (estimated ~2000 meters in length).
    • Option A and B – A perimeter curtain will be installed to connect the shoreline west of boat cove approx. 200 m. The perimeter curtain for these options will a distance of 1200 m and connect to the main pier structure that is evident between options B and C (Figure 1). A second curtain will be required, extending from the perimeter curtain to the shoreline approx. 241 m in length, to create a division between options A and B. A third curtain will be required at the southern extent of the main pier structure (70 m in length) to create a division between option B and C, where there is an open span bridge that allows the passage of water.
    • Option C – A perimeter curtain will be required to connect the main pier structure to the shoreline, extending in an east direction approx. 450 m in length. A slight variation in the curtain dimension on the northeast side of the main pier will have to be allowed for the mooring of multiple vessels.

    Phase 2 – Optional and Estimated:

    If exercised, the Contractor will administer treatment using Potash Molluscicide (Potassium Chloride) to one or more of the delineated areas as outlined by PCA project authority – the area can be assumed to be between 10 and 30 ha in surface area size with depths to 7 meters (Figure 1). Before a treatment is administered a detailed inspection of the containment curtain must be completed to ensure complete hydrological isolation.

    PERIOD OF CONTRACT / DELIVERY DATE

    The period of the Contract is from date of Contract to November 30, 2024 inclusive.

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
