    Description

    Housing, Infrastructure and Communities Canada (HICC) is inquiring information and feedback to find an Online engagement platform, tools and services for the National Infrastructure Assessment to support the Ministerial advisory body with virtual public/stakeholder engagement activities.

    Objective
    The objective of this contract is to draw on the services of the Contractor to provide access to an existing and proven online engagement platform and the associated tools and services, as well as website development and design, to facilitate the virtual and public/stakeholder engagement activities to be undertaken in support of the development of the National Infrastructure Assessment. The engagement services include analysis and reporting tools, onboarding training, strategic online engagement advice, ongoing technical support, and 24/7 bilingual (French and English) moderation of discussions.

    Scope
    The National Infrastructure Assessment (NIA) was announced in 2021 as a foundational tool for infrastructure decision-makers across Canada to support identification of needs and priorities in the built environment towards a net zero emissions future. Following engagement with Canadians in 2021, a clear sense emerged that stakeholders see value in the NIA, and there is broad support for the initiative, led by an advisory body, to provide evidence-based products developed through transparent engagement. The Government of Canada is working to establish a Ministerial advisory body, to be launched in the coming weeks, which will be responsible for developing the NIA. Housing, Infrastructure and Communities Canada (HICC) (the Department) is seeking an online engagement platform and associated engagement services to facilitate all NIA engagement activities, as well as the design and development of a website to serve as a landing page for the advisory body’s engagement.

    We are hoping you could provide some guidance and input regarding the full information indicated in the attached statement of work.

    Proposed procurement process.
