    Description

    This project involves the comprehensive addition and mechanical renovation of the TBU-11 facility in Regina, Saskatchewan.
    The scope of work encompasses both demolition and new construction activities, as well as significant upgrades to building systems and site infrastructure.

    Key Components:

    1. Building Demolition and Addition
    • Partial demolition of the existing TBU-11 structure to facilitate the construction of a new building addition.
    • Careful sequencing to ensure minimal disruption to ongoing operations.
    2. Domestic Hot Water System
    • Provision of a temporary domestic hot water system to maintain service continuity during construction.
    • Installation of a new permanent hot water supply and recirculation system upon project completion.
    3. Site Works
    • Site clearing, demolition, and grading to prepare for new construction and landscaping.
    • Development and upgrading of site access roads, sidewalks, and pavement structures to enhance both pedestrian and vehicular movement.
    4. Site Infrastructure
    • Installation of site lighting fixtures to improve safety and visibility.
    • Erection of fencing and gates for enhanced security and controlled access.
    • Connection to municipal water services to support building operations.
    5. Fuel Tank Systems
    • Provision of a temporary fuel tank to ensure uninterrupted fuel supply during construction.
    • Relocation and reinstallation of the existing fuel tank, including all associated piping and accessories.
    6. Sanitary System Replacement
    • Replacement of the basement sanitary line while maintaining continuous operation of the steam heating plant.
    • Installation of new underground sanitary piping beneath the existing slab, including floor drains, funnel drains, and trench drains.
    7. Boiler Blowdown System
    • Removal and replacement of the blowdown tank.
    • Sequencing of work to ensure that at least one boiler remains operational at all times.
    8. Drainage Modifications
    • Routing of roof drainage to improve water management.
    • Installation of a lift station in the sub-basement and re-sloping of trench drainage to optimize flow.
    9. Sanitary System Upgrades
    • Piping of all sanitary lines in the sub-basement.
    • Installation of a temporary holding tank for domestic drainage to maintain system functionality during construction.
    10. External Sanitary Connection
    • Installation of a new sanitary sewer line from the existing manhole to the powerhouse.
    • Abandonment of the existing sanitary line as part of the system upgrade.

    Summary - This project will deliver a modernized and expanded TBU-11 facility with upgraded mechanical systems and improved site infrastructure. The work is carefully sequenced to minimize operational disruptions and ensure the safety and functionality of all building systems throughout the construction period.
    This is the first phase (Phase One) of a two-phase competition: the first phase will pre-qualify bidders based on mandatory requirements as per the attached Request for Qualifications; second phase (Phase Two) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. The list of pre-qualified bidders resulting from Phase One will be valid for a period of 60 days upon notification of meeting the mandatory requirements or upon award of contract in Phase Two whichever comes first.

    Policy on Reciprocal Procurement: This solicitation of bids is subject to the Policy on Reciprocal Procurement. This means that only Canadian Contractors are eligible for this solicitation of bids. Bids submitted by Non-Canadian Contractors will be rejected.
    Basis of selection: Bidders that demonstrate they meet the mandatory requirements in the Request for Qualifications will be sent the ITT/specs/drawings. The construction contract will be awarded to the lowest-priced compliant bid.
