The Department of National Defence (DND) seeks to engage one (1) Level 2 Project Manager and one (1) Level 3 Business Analyst to support ongoing Military Personnel Policy Management Modernization Initiative (PMMI). The PMMI will implement a modern, user-centered policy management system that enables self-serve, real-time search and retrieval of linked personnel policies and instruments for Canada Armed Forces (CAF) members and their families, administrators, policy developers, managers, and the public. The solution will include automated workflows for policy development, queries and complaint handling, and monitoring/evaluation/reporting to maintain a current, authoritative corpus aligned with Government priorities and the evolving needs of CAF members and their families.
The Contractor must provide (1) Level 2 Project Manager (Task-based Informatics Professional Services Stream (TBIPS) 5 P.9) and one (1) Level 3 Business Analyst (TBIPS Stream 4 B.1) to support the delivery of the PMMI. The Contractor will deliver a comprehensive, outcome-driven solution that enables the implementation of a modern, value-focused policy management system designed to provide real-time, user-friendly access to linked military personnel policies for diverse stakeholder groups, including CAF members, families, administrators, and the public.
The solution must align with enterprise architecture principles, support tailored project management approaches appropriate to the PMMI context, and incorporate automated workflows that enhance policy development, query resolution, and compliant management processes. The Level 2 Project Manager and Level 3 Business Analyst must apply sound governance, quality management, and risk-informed decision-making practices consistent with recognized project management performance domains.
Additionally, the solutions must include monitoring, evaluation, and reporting capabilities that generate actionable work performance information and support continuous improvement. These capabilities are essential for ensuring timely policy updates that reflect Government of Canada priorities and evolving needs of CAF members and their families, in accordance this Statement of Work (SOW).
Contract duration
The estimated contract period will be 18 month(s), with a proposed start date of 2026/05/04.
