    Requirement
    This requirement is for The Financial Consumer Agency of Canada (FCAC).
    Applicable Supply Arrangement
    This requirement is open only to Supply Arrangement Holders qualified under Supply Arrangement E60HZ 140001.
    Description of the Requirement
    The Financial Consumer Agency of Canada (FCAC) intends to procure technical training services to provide its employees with structured learning opportunities to develop, maintain, and enhance professional skills through digital and instructor‑led training solutions.
    The objective of this requirement is to acquire a comprehensive training services solution that meets or exceeds FCAC’s functional and quality requirements, in order to support workforce capability development, improve technical proficiency, and ensure access to current and relevant training aligned with organizational needs.
    Scope of Work
    The Contractor shall provide a comprehensive E Learning and training platform solution to support the Financial Consumer Agency of Canada’s (FCAC) workforce development needs. The scope of work includes the provision, configuration, and ongoing availability of a Solution as a Service (SaaS) training platform that delivers technical and professional training to FCAC employees.
    The scope encompasses the following key elements:
    Training Platform and Delivery
    • Provision of a SaaS based training platform accessible via standard web browsers.
    • Integration with Microsoft Entra ID to support single sign on functionality.
    • Delivery of training through multiple formats, including:
    o On demand, self paced digital learning; and
    o Live, virtually delivered instructor led training.
    Training Content and Curriculum
    • Access to a comprehensive and current technical curriculum covering, at a minimum:
    o Artificial intelligence;
    o Business skills;
    o Cloud platforms and services;
    o Cybersecurity;
    o Data science;
    o Endpoint applications;
    o Networking and systems administration;
    o Project management; and
    o Software development and automation.
    Skills Development and Hands On Learning
    • Tools to support structured learning, including:
    o Skills assessments or diagnostic tools;
    o Role based or competency based learning paths; and
    o Individual learner progress tracking.
    • Access to hands on labs, simulations, and real world scenarios, including:
    o Lab environments that require no installation on end user devices; and
    o A Microsoft Azure sandbox environment.
    Instructor Led Training and Certification Support
    • Delivery of instructor led training by qualified instructors with demonstrated subject matter expertise and relevant industry credentials.
    • Availability of structured course materials, documented learning objectives, and certification aligned training, including exam preparation resources where applicable.
    Administration, Reporting, and Licensing
    • Provision of administrative dashboards and reporting tools to support enterprise use, including:
    o Usage and progress monitoring; and
    o Exportable reports for compliance and audit purposes.
    • Flexible, scalable licensing models to allow FCAC to increase or decrease user access over the contract period, with centralized user management.
    Accessibility, Language, and Content Maintenance
    • Availability of on demand training content in English and French.
    • Availability of user interfaces, documentation, and support in English or French.
    • Ongoing content maintenance, including regular updates to reflect technological changes and the retirement or revision of outdated material
