    23-58172 - TEK15 Plasma Processing System Upgrade

    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement

    The National Research Council of Canada’s (NRC) has a requirement for a retrofit to our custom TEK15 plasma processing system with small modular reactor unit and associated collector and control systems. This retrofit must fully integrate with the existing plasma processing system infrastructure and software. The retrofit to our TEK15 plasma processing unit will support our research and development in advanced materials by providing the capability to perform experiments at smaller scales and with greater frequency than our existing reactor unit affords.

    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

    Any interested supplier must demonstrate by way of a Statement of Capabilities that its product/equipment/system (as appropriate) meets the following requirements:

    -All elements of the retrofit to the TEK15 plasma system must fully integrate and operate seamlessly with the existing Tekna Plasma Systems SY190 custom plasma processing reactor system, including: compatible connectivity and operability with existing flanges, control systems, sensors, and safety systems.

    -The retrofit must include a reactor unit, cyclone unit, filter unit, piping for gas and process streams, and control software programming.

    -The reactor unit, cyclone unit and filter unit must connect together through compatible and gas-tight flanges with the existing plasma torch, and that assembly must fit within the internal volume of the Faraday cage of the existing TEK15 plasma system.

    -The retrofit piping must connect the process gases from the existing gas supply infrastructure to the new reactor and collector units, and the process exhaust stream from the new reactor and collector units to the existing vacuum and exhaust infrastructure.

    -Must include control software that can be operated from the existing TEK15 control computer through the existing user interface controls, and must allow full operation of the entire plasma system including the new retrofit components.

    5. Justification for the Pre-Identified Supplier:

    Tekna Plasma Systems Inc is the Original Equipment Manufacturer (OEM) of the TEK15 plasma system and is the only vendor capable of providing a TEK15 nano upgrade including: dual valve collection upgrade, nano reactor, filter with blowback option, cyclone, piping for the vacuum, programming and engineering and installation, five (5) days on site.

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

    i. cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services or installations procured under the initial procurement;
    ii. would cause significant inconvenience or substantial duplication of costs for the procuring entity;

    8. Period of the proposed contract or delivery date:

    The system must be delivered, installed, and training completed on or before March 29, 2024.

    9. Cost estimate of the proposed contract:

    The estimated value of the contract is approximately $ 176,443.85 CAD (applicable taxes included).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    12. Closing date for a submission of a Statement of Capabilities:

    The closing date and time for accepting Statements of Capabilities is December 12, 2023 at 2:00 p.m. (EDT).
