    TASK Based Professional Services (TSPS) Requirement

    This requirement is for: Department of Statistics Canada

    This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under “Tier 1” (= $0 - $3.75M) for the following categories:

    Stream 03 - Project Management Services Stream

    - Risk Management Consultant (Junior, Intermediate, Senior)
    - Quality Assurance / Management Specialist (Junior, Intermediate, Senior)
    - Financial Specialist (Junior, Intermediate, Senior)

    This is an open tender. However, it will be conditionally set-aside under the Government of Canada’s Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory (https://www.sac-isc.gc.ca/eng/1100100033057/1610797769658).

    Description of the Requirement:

    Statistics Canada requires the assistance of professional experts who can provide resources "as required" to provide strategic advice to support sound financial management within the Department by providing supporting services, but not limited to the following exercises:

     Sustained and ongoing review in addition to improved internal controls;
     Effective integrated strategic planning, budgeting, forecasting and costing functions;
     Effective analytics, fraud risk assessment and performance dashboards;
     Strong integrity controls of salary expenditures and validation methods;
     Comprehensive and integrated financial management framework; and
     Development of training materials in the area of financial management for Finance Branch employees and budget holders (administrators, assistant directors).

    Level of Security Requirement:

    Company Minimum Security Level Required - SRCL #06

    The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Resource Minimum Security

    The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.

    Applicable Trade Agreements:

    This requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement (CFTA).

    Proposed period of contract:

    The proposed period of contract shall be from Contract Award to March 31, 2024.

    The Contractor grants Canada an irrevocable option to extend the term of the Contract for up to four (4) additional periods of one (1) year each, subject to the same conditions.
