    This bid solicitation (1000523412B) is a re-tender of bid solicitation 1000523412A, dated November 24, 2025, which was cancelled to correct mandatory criterion (M3) that contained a material ambiguity and inaccurately reflected the nature of the requirement.

    The cancelled notice is also accessible through the CanadaBuys platform.

    All amendments to RFP 1000523412A have been incorporated into the current RFP 1000523412B.

    All interested Bidders must submit a proposal for this RFP using the Connect service provided by the Canada Post Corporation. This includes Bidders that submitted a proposal in response to bid solicitation 1000523412A.

    The Canada Revenue Agency (CRA) intends to enter into a contract with a single contractor for the provision of standardized, quality, and timely translation and editing services in Canada’s two official languages (French and English), on an ‘as and when requested basis’.

    The estimated period of the Contract will be from date of Contract award until April 30, 2028.

    The Contract will contain irrevocable options to extend the term of the Contract by up to five additional one year periods under the same conditions.

    A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive. The responsive bids meeting all mandatory evaluation will be evaluated and scored in accordance with the point-rated criteria. Prices submitted will be evaluated to determine the total price score. The responsive bid with the highest combined rating of technical merit and price will proceed with the conditions precedent to contract award. The Bidder with the highest ranked responsive bid and meeting all the requirements will be recommended for award of a contract.

    Proposal documents and supporting information must be submitted in either English or French.

    Bids must be submitted by using the Connect service provided by the Canada Post Corporation. When responding, the proposal MUST be delivered to:

    Bids will not be accepted if emailed directly to this email address. This email address must be used to request that CRA open a Connect conversation, as detailed in Standard Instructions 2003.     The CRA reserves the right to negotiate with suppliers on any procurement.
