Description of Requirement:
The Department of Canadian Heritage (PCH) requires standardized, quality, and timely
translation and editing services in Canada’s two official languages (French and English),
on an “as and when requested basis”. PCH is seeking to establish up to two (2)
Standing Offers for these services.
Duration of Contract:
The period of the Standing Offer will be from date of issuance of the Standing Offer(s) to three (3) years later and will include the option of extending the Standing Offer(s) by up to two (2) additional one (1) year periods.
Evaluation Process and Selection Methodology:
Steps in the Evaluation Process
Offers will be assessed in accordance with the entire requirement of the Request for Standing Offers (RFSO) including the technical, financial and evaluation criteria.
An evaluation team composed of representatives of Canada will evaluate the offers.
The selection process to determine the successful Offeror(s) will be carried out as follows:
Notwithstanding Steps 1 and 2 below, in order to expedite the evaluation process, PCH reserves the right to conduct Step 3 - Evaluation of Financial Proposals concurrently with Steps 1 and 2. Should PCH elect to conduct Step 3 prior to the completion of Step 2, the information in the Financial Offer will not be disclosed to the team evaluating the mandatory and rated sections until the completion of Steps 1 and 2. However, if the Standing Offer Authority is able to ascertain that an Offer is non-responsive by virtue of incomplete information or an error in the financial offer, the Standing Offer Authority will advise the team evaluating the mandatory and rated sections that the proposal is not compliant and should no longer be considered. The concurrent evaluation of the financial offer does not in any way construe compliance in Steps 1 and 2 despite the statement "All offers meeting the minimum thresholds in Step 2 will proceed to Step 3".
Offers will be ranked in accordance with the Selection Methodology (Basis of Selection).

Step 3 - Evaluation of Financial Offers
Step 4 - Basis of Selection; Basis of Selection – Highest Combined Rating of Technical Merit and Price
Step 5 - Conditions Precedent to Issuance of a Standing Offer
Step 6 - Determining ranking of Standing Offer Holders
