    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    REQUIREMENT
    The works covered under this project include the rehabilitation of the des Seigneurs Bridge (Bridge No. 3) in the areas identified in the Tender Form as well as in the contract drawings. This bridge provides a crossing over the Lachine Canal along Des Seigneurs Street, located in the Sud-Ouest Borough of Montréal.

    1. The rehabilitation work includes one or more of the following activities, but is not limited to:
    1. The replacement of the existing bridge road surface with a new steel orthotropic deck, including the application of an anti-skid surfacing system and the replacement of curb plates;
    2. The rehabilitation of the cycling path, including the replacement of structural components, the surface plate, and the guardrails (upstream side);
    3. The rehabilitation of the sidewalk, including the replacement of structural component and guardrails (downstream side);
    4. The strengthening and/or localized repair of structural steel bridge components, including diagonals, posts, lower chord, gusset plates, bracing, and other connection elements;
    5. The repair of the abutments, including repointing work, concrete repairs, rehabilitation of bearing seats, and waterproofing of deck joints;
    6. The cleaning, surface preparation, and complete repainting of the bridge steel superstructure;
    7. The implementation of temporary traffic management measures, detours, signage, and access arrangements required for road users and users of the Lachine Canal pathway;
    8. Any other intervention details or requirements shown on the drawings issued as part of this contract.

    To assist with bonding and insurance requirements, this project is estimated at a value between $2,500,001 > $5,000,000, Taxes extra.

    TWO-SUBMISSION BID

    This Bid shall be submitted following a “two-submission” procedure. Refer to SI05 of the Special Instructions to Bidders.

    CONTRACTOR SELECTION AND INDIGENOUS PARTICIPATION PLAN

    The Contractor should ensure provision of specific and agreed upon benefits for Indigenous People and Indigenous Businesses in the Area of the Contract.

    This Invitation to Tender contains bid criteria in order to provide socioeconomic benefits to Indigenous communities within the area covered by the contract.

    POLICY ON PRIORITIZING CANADIAN SUPPLIERS AND CANADIAN CONTENT IN STRATEGIC FEDERAL PROCUREMENTS

    This procurement is subject to the Policy on Prioritizing Canadian Suppliers and Canadian Content in Strategic Federal Procurements. This means that this procurement is only open to Canadian Suppliers and Suppliers of an Applicable Trading Partner as defined herein. Bids submitted by anyone other than a Canadian Supplier or a Supplier of an Applicable Trading Partner will be rejected. Bidders must refer to Special Instructions, General Conditions, Supplemental Conditions, Annex G - Declaration- Supplier Eligibility Attestation Form and Annex F Canadian Content Attestation Form.

    PERIOD OF CONTRACT / DELIVERY DATE

    The Contractor must perform and complete the Work within 28 calendar weeks from October 12, 2026, including the construction industry holiday shutdown period.

    OPTIONAL SITE VISIT

    There will be a site visit on July 14, 2026 at 10:30 AM local time. Interested bidders are to meet at the corner of the street Des Seigneurs and the canal. See map in the Invitation to tender.

    Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (hi-vis vests).

    Bidders are requested to communicate with the Contracting Authority at least 24h before the optional site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    ENQUIRIES

    All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this solicitation must be submitted in writing and should be received no later than 5 business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at http://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.

    Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
