    Multiple contracts could result from this Challenge.

    Phase 1:

    The maximum funding available for any Phase 1 contract resulting from this Challenge is : $150,000.00 CAD excluding applicable taxes, shipping, travel and living expenses, as required.
    The maximum duration for any Phase 1 contract resulting from this Challenge is up to 6 months (excluding submission of the final report).
    Estimated number of Phase 1 contracts: 2

    Phase 2:

    Note: Only eligible businesses that have successfully completed Phase 1 will be invited to submit a proposal for Phase 2.

    The maximum funding available for any Phase 2 contract resulting from this Challenge is : $1,000,000.00 CAD excluding applicable taxes, shipping, travel and living expenses, as required.
    The maximum duration for any Phase 2 contract resulting from this Challenge is up to 12 months (excluding submission of the final report).

    This disclosure is made in good faith and does not commit Canada to award any contract for the total approximate funding. Final decisions on the number of Phase 1 and Phase 2 awards will be made by Canada on the basis of factors such as evaluation results, departmental priorities and availability of funds. Canada reserves the right to make partial awards and to negotiate project scope changes.

    Travel

    Travel within Canada will be required to meet with suppliers and engineers. The RCMP would have to be in close contact with the company developing the solution to provide assistance. In addition, the RCMP will need to provide technical guidance and expertise on the outcome of the van, to be able to meet the tactical aspect. Some of this information sharing can occur online via Teams, but on-site contact will be required.

    Problem statement

    The RCMP's Clandestine Laboratory Enforcement and Response (CLEAR) teams do not have vehicles that can safely transport detachments to a location while wearing specialized gear and equipment. The RCMP is looking for a customized on-road vehicle that meets all road safety requirements and blends into public roads and multiple settings to be used in covert entry operations.

    Desired outcomes and considerations

    Essential (mandatory) outcomes
    The proposed solution must:
    1. Accommodate seating for 12 people (2 in the front and 10 in the back)
    2. Be able to haul up to 5,000 pounds
    3. Be able to drive in a variety of road conditions (e.g. snow, mud, ice, etc.)
    4. Have the ability to see all around the vehicle through 360 degree hidden cameras
    5. Have emergency lights but maintain the covert aspect
    6. Ensure privacy in the back area of the vehicle (e.g. on-demand tinted windows)
    7. Have a heating and air conditioning system designed to maximize the comfort of the passengers when waiting in chemical suits and their self-contained breathing apparatus (SCBA)
    8. Have a multi-purpose area (e.g. designed for meeting, getting people dressed, and drying equipment)
    9. Be designed for the Site Safety Officer and the Chemist to coordinate the team and have control over any safety aspect during the operation
    10. Have 8 stalls that can store a 90 litre duffle bag and have storage designed to easily access chemical suits and gloves
    11. Have infrastructure and electrical that can accommodate radios, flashlights, hazmat ID, and sampling kits
    12. Meet the standards outlined in the Motor Vehicle Safety Regulations

    Additional outcomes
    The proposed solution should:
    1. Have exterior cameras with the ability to live stream and record to an external source
    2. Utilize available space for storage
    3. Be easy to clean and decontaminate

    Background and context
    CLEAR specifically targets organized crime groups involved in the illicit production of any synthetic drug and investigates the diversion of chemicals or equipment intended to be used to manufacture illicit drugs. On the enforcement side, CLEAR conducts project-based investigations and chemical diversion investigations. The CLEAR teams have a vehicle to dismantle a lab, but nothing to safely transport the team wearing their gear to the location to secure the premise. The CLEAR team emergency vehicle will be used for the first assessment of any potential clandestine laboratory site and will safely execute covert entry and secure the premise for initial entry. This vehicle will also be utilized when specialized units need assistance to safely enter an unknown environment.
