    Cable or Relay Television Distribution Service

    This requirement is for:

    The Correctional Service of Canada, for the Drummond and Port-Cartier institutions.

    Trade agreement:

    This procurement is not subject to any trade agreement.

    This requirement concerns the Drummond and Port-Cartier institutions, located in the Quebec region.

    CSC intends to award one or more contracts as a result of this Request for Proposal.

    Bidders may submit a proposal for one or more institutions, depending on their capacity to serve the region(s) where the institutions are located.

    Set-aside under the Procurement Strategy for Indigenous Business:

    This procurement is not subject to any set-asides for Indigenous Suppliers.

    Comprehensive Land Claim Agreement:

    This procurement is not subject to a Comprehensive Land Claims Agreement.

    This contract does not include security requirements.

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide rental services for a cable or relay television distribution network for all cells and common areas of the Drummond and Port-Cartier institutions.

    The inmates (Inmate Committee) will cover all costs associated with this contract. Correctional Service Canada will not incur any expenses related to this agreement.

    Objectives: To provide a cable or relay television distribution service for all cells and common areas of the Drummond and Port-Cartier institutions.

    Deliverables: The contractor must provide all personnel, equipment, installation of supplies, materials, equipment, and components, as well as the supervision required for the installation, operation, and maintenance of the television signal system.

    The contractor must provide a basic level of service that includes the required channels in accordance with the rules of the Canadian Radio-television and Telecommunications Commission (CRTC), as well as any other applicable laws or regulations. This service must include public access and educational channels, retransmission of locally broadcast television signals, and other appropriate services.

    Please note that CSC prohibits sexually explicit channels. The contractor must not include such channels in the channel lineup. CSC also prohibits the use of wireless equipment within its buildings.

    Any conditions for participation of suppliers not specified in solicitation documentation: none.

    Period of the Contract: The Work is to be performed during the period of February 1, 2026, to January 31, 2031.
