    The Government of Canada has received feedback from industry and various GC cloud stakeholders that include, but are not limited to the following:
    • Terms and conditions across various cloud procurements are not consistent.
    • Traditional Standard Acquisition Clauses and Conditions do not always align with Cloud Service offerings.

    In response to the feedback received, the Government of Canada has drafted cloud terms and conditions/templates in order to provide GC Clients and Partners with a standardized cloud terms and conditions template.

    Industry vendors and partners were given the opportunity to respond with their thoughts on the template through two engagement mechanisms – written responses and one-on-one meetings with the GC.

    The report entitled “What industry identified” outlines the 10 most commonly raised themes by vendors. The GC aligns with most of them and will continue to work alongside the Cloud Procurement Working Group (CPWG), contract and cyber security stakeholders to align policies and approaches to the cloud.
    The implementation approach will be incremental and will not require a mandatory amendment of existing vehicles as a result of the improved T&Cs. Departments will be invited to consider the Cloud T&C improvements a starting point toward the evolution of their existing procurement vehicles, and should use it when contracting for new cloud services.
