    QUESTIONS AND ANSWERS 7 NOVEMBER 2024

    AMENDMENT001
    The purpose of this amendment is to change the experience time scale from five (5) years prior to the closing of this request for proposals to ten (10) years prior to the closing of this request for proposals for Mandatory Evaluation Criteria M1 and M2.

    SUMMARY
    Canadian Heritage (PCH) requires moving services to primarily ensure the transfer of the contents of a warehouse at 84 Bayview Station Road, Ottawa, Ontario K1Y 4L6 to one or more other warehouses located in the Ottawa-Gatineau area. The agreement may be used for other departmental moving projects in this service area.

    MANDATORY SITE VISIT
    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 84 Bayview Station Road, Ottawa, K1Y 4L6 on 14 November, 2024. The site visit will begin at 1:30 PM EST. Bidders are asked to present themselves to the front door at 84 Bayview Station Road.

    Bidders should communicate with the Contracting Authority no later than November 13, 2024 by 1:30 PM EST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    MANDATORY EVALUATION CRITERIA
    M1: MOVING EXPERIENCE
    Bidders must provide details and descriptions of at least three moving projects completed in the five years prior to the closing date of this request for proposals, clearly demonstrating their experience in providing moving services.

    Each project description must include the following:

    a) The name of the client organization;
    b) The number of work locations and the cities they were located in;
    c) The start and end dates;
    d) A brief description of the services provided (type of merchandise, volume of the items moved, the types of equipment used, etc.);
    e) The number of personnel used to fulfil the project and what each one’s role was; and,
    f) A contact name, telephone number and email address for the client (NB: this information may be used to confirm the information provided about the projects).

    Every project must have:

    i. Been for a move of the contents of a warehouse of a minimum of 3000 square metres;
    ii. Included a team of at least 1 crew supervisor and 4 movers,
    iii. Been comprised of a minimum of 500 containers measuring at least 24.25” x15.25” x 12.75`and/or palettes; and,
    iv. Been comprised of a minimum of 500 items not shipped on a palette or in a container because of their unique size or shape (please provide a brief description of these items.

    M2: COORDINATOR
    Bidders must propose a resource to act as Coordinator.

    Bidders must provide details and descriptions of at least three projects completed in the five years prior to the closing date of this request for proposals, clearly demonstrating the proposed resource’s experience as a Coordinator for moving services.

    Each project description must include the following:

    a) The name of the company that the resource was employed by at the time;
    b) The name of the client organization;
    c) The number of work locations and the cities they were located in;
    d) The Start and end dates;
    e) A brief description of each project for which the resource fulfilled the role of Coordinator (type of merchandise, volume of the items moved, the types of equipment used, etc.);
    f) A brief description of the services provided as Coordinator for each project;
    g) The number of personnel used to fulfil the project and what each one’s role assigned to the project was; and,
    h) A contact name, telephone number and email address for the company that the resource was employed by at the time (NB: this information may be used to confirm the information provided about the projects).

    Every project must have:

    i. Been for a move of the contents of a warehouse of a minimum of 3000 square metres;

    For each of these projects, the resource must have performed the following activities as a Coordinator:

    A. Directed a team of a minimum of 4 persons;
    B. Coordinated any required equipment and logistics;
    C. Participated at client meetings;
    D. Provided status updates to clients;
    E. Analyzed and planned work based on screen and floor plans; and,
    F. Collaborated with the project’s technical authority (or functional equivalent) between the period of contract award and before the start of the physical move to finalize move plans, workforce, scheduling and materials.

    M3: EQUIPMENT
    The bidder must attest that they have access to at least the following equipment:
    • Flatbed tractor trailer (minimum 43’)
    • 53’ tractor trailer;
    • Cube van;
    • 5 ton truck;
    • Electric forklift with a max load carrying height of 91 inches; and,
    • Propane forklift with a minimum load capacity of 7500 lbs.

    Contract duration

    The estimated contract period will be 16 month(s), with a proposed start date of 2024/11/25.
