Certified General Cleaning Training

This requirement is for: The Correctional Service of Canada, CORCAN – various institutions across Canada.

Trade agreement: Canadian Free Trade Agreement (CFTA), Canada free trade agreements with Chile/Colombia/Honduras/Panama and Canada-Peru Free Trade Agreement

Tendering procedures: All interested suppliers may submit a bid.

Competitive Procurement Strategy: lowest priced compliant bid.

Set-aside under the Procurement Strategy for Indigenous Business: This procurement is open to both Indigenous and non-Indigenous businesses. All interested suppliers may participate. However, suppliers are to note that this requirement is subject to a preference for Indigenous suppliers and will be set-aside under the federal government Procurement Strategy for Indigenous Business (PSIB) if Canada receives two or more responsive bids from Indigenous businesses who meet the requirements of the PSIB.

Security Requirements: This standing offer does not include security requirements.

Nature of Requirements: The following is a summary of the statement of work for this requirement.

The Correctional Service of Canada (CSC), CORCAN has a requirement to provide vocational training in English and French, on an as and when requested basis, to enable offenders to obtain third-party certification in General Cleaning. The Contractor must deliver training to CSC employees and offenders at various Federal Institutions across Canada.

This includes Self-study theory-based General Cleaning training for offenders, a certified Virtual Online General Cleaning Train the Instructor Program for CSC employees, and a General Cleaning course content that certified CSC trainers will deliver to offenders. This also includes certification for offenders who successfully complete the self-study, certification for offenders who successfully complete the in-person course and certification for CSC employees who successfully complete the Train the Instructor program.

Objectives: This requirement is divided into two Streams:

Stream 1: Self-Study General Cleaning Training Program

The Contractor must provide an electronic theory-based self-study training kit for General Cleaning Training that will be delivered to offenders. This training must not include a practical component.

Upon completion of the work under Stream 1, the Contractor must issue an electronic certificate to each offender who successfully completed the self-study training.

Stream 2: Virtual Online Tain the Instructor Program for CSC employees and Course content for in-person delivery to offenders:

This stream comprises two components:

Component a) Virtual Online Train the Instructor Program for CSC employees

The Contractor must deliver a virtual online Train the Instructor Program for General Cleaning to designated CSC employees.

Upon completion of Stream 2, component a), the Contractor must issue an electronic certificate to all CSC employees who successfully completed the virtual online Program and who are recognized as certified trainers.

The Virtual Online Train the Instructor training program must provide CSC employees the same skills as the Contractor`s employees who deliver the General Cleaning training program on behalf of the Contractor.

Component b) General Cleaning Course content for in-person delivery to offenders

The Contactor must provide a General Cleaning Course content that certified CSC employees will deliver to offenders in person, including a practical component.

After CSC employees deliver each General Cleaning Course to offenders, the Contractor must issue an electronic certificate to each offender who successfully completed the in-person training.

The contents of the training that CSC employees will deliver to offenders must include the same learning objectives, tasks, and deliverables as the Contractor`s Train the Instructor General Cleaning training program.

Bidders may submit a bid for one or more than one Stream. Bidders must refer to the Deliverables section in Annex A – Statement of Work for the estimated volume of work for each Stream.

Bidders submitting a bid for more than one stream must provide a sufficient number of resources, supplies and equipment to be able to satisfy the requirements for all Streams for which they are submitting a bid.

Deliverables:

The deliverables that the Contractor must produce include, but are not limited to, the items below.

Stream 1: Self-Study General Cleaning Training Program:

a. Provide an electronic copy of the self-study theory-based training kit (to be printed and distributed as hard copies) that can be completed by offenders.
b. Provide an electronic copy of self-study exam.
c. Mark and correct up to 5,000 self-study exams per year, as required.
d. Provide an electronic (downloadable, printable version) certificate for offenders who successfully completed the training.

Stream 2: For the Virtual Online Train the Instructor Program for CSC employees and Course content for in-person delivery to offenders:

This stream comprises two components:

Component a) Virtual Online Train the Instructor Program for CSC employees
a. Provide qualified trainer(s) to deliver virtual training to CSC employees in order to certify them as trainers for General Cleaning.
b. Provide a list of CSC employees enrolled in the Train the Instructor Program as part of the registration program.
c. Provide an online training program, including course content, available online support for any questions or issues, and a final evaluation. The evaluation must include a passing mark or a minimum result CSC employees must achieve to determine if they have successfully completed the Train the Instructor Program.
d. Provide an electronic (downloadable, printable version) certificate for successful CSC employees indicating they are certified to teach the General Cleaning Course.
e. Provide up to 10 Train the Instructor sessions per year for up to 16 CSC employees per course as requested by CSC.

Component b) General Cleaning Course content for in-person delivery to offenders

a. Provide electronic copies of training materials including course content, handouts, exams. The course content must include a practical component. The exams must include a passing mark or a minimum result that offenders must achieve to determine if they have successfully completed the in-person course.
b. Provide an electronic (downloadable, printable version) certificate to successful offenders.
c. Offer a second attempt at the exam to offenders who do not achieve the past mark or minimum result on their first attempt, to allow them to successfully complete the exam.
d. Mark and correct up to 1,000 exams per year, as required.

Correctional Service Canada / CORCAN will:

Stream 1: Self-Study General Cleaning Training Program

a. Provide the selection and registration of offenders including first and last names.
b. Provide space for offenders to complete the self-study training and write the exam.
c. Provide guidance and support for offenders completing the self-study training.
d. Identify a designated CSC official who will send the completed exams to the Contractor for correction.

Stream 2: Virtual Online Tain the Instructor Program for CSC employees and Course content for in-person delivery to offenders

Component a) Virtual Online Train the Instructor Program for CSC employees:
a. Provide the selection and registration of CSC employees.
b. Provide space, equipment such as laptop/computer, and allow time for CSC employees to participate in virtual training.

The Contractor must be able to deliver the virtual training using CSC compatible technology such as MS TEAMS, Webex or Zoom.

Component b) General Cleaning Course content for in-person delivery to offenders:
a. Provide the selection and registration of offenders including first and last names.
b. Provide classroom area for offenders to attend in-person sessions and write exams.
c. Provide a certified CSC trainer who will deliver the course as outlined in the Train the Instructor Program.
d. Provide required cleaning tools and solutions (including, but not limited to mops, brooms, disinfectant) for the practical component.
e. Identify a designated CSC official who will send the completed exams to the Contractor for correction.

Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:

Period of the Standing Offer: The Work is to be performed during the period of date of Standing Offer award to May 31, 2026 with the option to renew for two (2) additional one-year periods.
