His Majesty the King in right of Canada, represented by the Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for construction services relating to a range of new and existing Canadian Diplomatic locations around the world. Project types range from standard embassy office fit ups, embassy space renovations, mechanical and electrical installations/upgrades, security works around embassy compounds (Barriers, perimeter walls, gates, fences), and internal and external repair, renovation, and upgrade of building elements.
To fulfil this requirement, DFATD is initiating a procurement with the intention of pre-qualifying 1, or more, firms to be on a source list as Construction Firms for these future projects.
This presents an opportunity for appropriately qualified and experienced Respondents to demonstrate their knowledge, skills and experience to implement quality physical upgrades, as will be defined in DFATD's technical requirements (in Stage 2 - RFP). The Contractor that will be awarded a contract (in Stage 2 - RFP) will be required to ensure excellent quality construction in several fields, such as architectural, mechanical, and electrical.
Each project is unique but for embassy fit ups, areas range from approximately 450 m2 to approximately 1,500m2 Construction budgets for each project will generally fall in the $2M - $4M range. Other non fit up construction work will range from $500k to $5M.
The extent of work related to Construction generally includes, but is not limited to the following:
• understanding existing buildings structures and systems, the design package and local construction market;
• understanding local permit/approvals process and adhering to requirements related to local authorities having jurisdiction;
• planning and implementing construction work (with the exception of DFATD works described herein or in RFP) in accordance with agreed documentation; and
• completing construction work in accordance with approved schedules and budgets.
The Contractor will be required to exercise logistical efficiency during the entire construction process, including, but not limited to:
• Scheduling;
• Progress reporting;
• Change management;
• Submission of shop drawings and technical product information;
• Participation in project meetings and reviews/inspections;
• On-site commissioning; and
• Other tasks typical in building construction.
The quality of construction/manufacturing for this work will be ensured by direct supervision of work done by DFATD and a Canadian Consultant representative and requiring strict adherence to approved construction drawings, specifications, and by other procedural requirements related to construction contracts in general.
The Contractor may be required, from time to time, to undertake minor design tasks associated with the work being implemented. Typical examples would be: Design of a steel beam inserted in a location to carry a floor load or design/sizing of a split air conditioning system being installed to augment cooling capacity in a building. The Contractor will be permitted to use qualified sub contracted resources.
Respondents must be capable of providing the full range of services required in English or French, and have the ability to travel to, and perform the construction works at various Canadian facilities around the world.
This ITQ does not have security requirements but individual RFPs for projects may have security requirements.
