    Description

    This requirement is for the Department of Fisheries and Oceans (DFO).

    Background

    The “ZOJAK” (“Vessel”) is an approximately 40 foot, fishing vessel that is currently grounded at Allen Point, Barkley Sound, BC. The approximate location of the vessel is 48 58.75N 125 07.239W.

    The Canadian Coast Guard (“CCG”) Marine Environmental & Hazards Response (“MEHR”) determined that the Vessel is a threat to the marine and terrestrial environments caused by the discharge of pollutants.

    Objective

    The objective of the contract is for the complete removal, deconstruction, and disposal of the subject vessel, thereby removing it from the marine environment. The Contractor must deconstruct the vessel while properly disposing of hazardous materials/pollutants.

    Period of the Contract

    The period of the Contract is from Contract award until December 31, 2025.

    Security

    No Security clearance required, escort required at DFO sites, except for public zones.

    Trade Agreements

    The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), World Trade Organization-Agreement on Government Procurement (WTO-AGP), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada - Ukraine Free Trade Agreement (CUFTA), Canada - European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Honduras Free Trade Agreement, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the Canadian Free Trade Agreement (CFTA).

    Mandatory Requirements

    Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.

    Mandatory Criteria

    M1 The Bidder must provide a Vessel recovery, removal, deconstruction and disposal plan, and at minimum outline step-by-step proposed methodology for:

    (a) getting proper authorization to conduct the Work (depending on the location of the vessel);
    (b) inspecting the vessel including testing requirement before work commence;
    (c) identifying environmental considerations,
    (d) recovering the vessel;
    (e) preparing and securing vessel contents for transportation;
    (f) transporting the vessel to the Approved Site;
    (g) removing the hazardous materials and other wastes;
    (h) preparing the vessel for disposal; and
    (i) disposing of all material, waste, equipment and machinery;
    (j) work schedule which includes:
    • vessel recovery/removal;
    • vessel transportation;
    • vessel arrival at the Secure Site; and
    • vessel deconstruction and disposal
    • delivery of all deliverables.

    For each step, any equipment, machinery or environmental protection measures required must be identified.
    M2 The Bidder must provide previous projects of relevant work conducted within the last 36 months (3 years), with a minimum of two (2) projects.

    Each referenced project must have the following information:

    1. The name of the organization (to whom the services were provided);
    2. Description of the type and scope of services that meets the identified criteria; and
    3. Dates and duration of the project (Start date (MM/YY) to end date (MM/YY)).
    4. Name of facility where the work was carried out.

    M3 The Bidder must provide evidence that all divers who will provide services under a resulting Contract hold:
    i. A valid Commercial Divers Certification from the Diver Certification Board of Canada; and
    ii. A valid Divers Medical Certificate from the Canadian Association of Diving Contractors Log Book

    Selection Method

    The basis of selection is Mandatory Technical Criteria – Lowest Evaluated Price.
