Task and solutions professional services (TSPS) Requirement.
Description of the Requirement:
The Science Delivery Sector of Public Works and Government Services Canada (“PWGSC") Science and Parliamentary Infrastructure Branch (“SPIB”) requires the professional services of one (1) Senior Procurement Specialist and (1) Intermediate Procurement Specialist through Task and Solutions Professional Services (TSPS) to play a pivotal role in enhancing the procurement function of our major project.
Procurement Specialist services are required to provide subject matter expertise in designated procurement areas, including Indigeneity, providing planning, coordination, advice, facilitation, guidance, and document preparation and drafting required for procurement purposes.
Procurement Specialist services are required from experienced firms with a high level of recognition and competence in both Traditional Procurement Models and Innovative Procurement Models representing public sector clients to act in the capacity of an advisor.
The Procurement Specialist services will also serve a lead advisory role to PWGSC in its interactions with other project advisors (e.g. legal, technical, financial, commercial, operations and maintenance), all other internal and external stakeholders (including science stakeholders, National Capital Commission, etc.), and partners (including Indigenous communities) to enable, foster and implement the best outcome for the Project.

Language Requirement:
The proposed resources must be able to communicate effectively, orally and in writing, in both English and French.
Location of Work:
The proposed resource will work at the contractor’s own premises to complete the work detailed in this Statement of Work. however planning, meeting, and workshops may be held at locations designated by PWGSC in the National Capital Region Ottawa, Ontario offices.
Applicable Trade Agreements:
The requirement is subject to the provisions of the Canada-Chile Free Trade Agreement, the Canada-Columbia Free Trade Agreement; the Canada-Honduras Free Trade Agreement, the Canada-Korea Free Trade Agreement, the Canada-Panama Free Trade Agreement, The Canada-Peru Free Trade Agreement, and the Canadian Free Trade Agreement (CFTA).
Proposed period of contract:
From date of Contract award to March 31st, 2026 with five (5) additional optional years to March 31st, 2031.
