    PROFESSIONAL AUDIT SUPPORT SERVICES (PASS)
    SUPPLY ARRANGEMENT (SA)

    This Request For Proposal (RFP) is only for pre-qualified Suppliers for Stream 5 against Professional Audit Support Services (PASS) Supply Arrangement E60ZG-180001.

    The Canadian Grain Commission seeks to establish a contract under the Professional Audit Support Services (PASS) Supply Arrangement, under the following Stream:

    Work Stream 5: External Audit

    DESCRIPTION OF REQUIREMENT:

    The Canadian Grain Commission is seeking an external auditor to provide an independent audit opinion on its annual financial statements, including its Revolving Fund for Fiscal Year 2023-2024 (work as defined in Annex "A", Statement of Work), for one (1) year with the option to renew for up to four (4) additional one (1) year periods.

    The range of activities under this Stream could include:

    • Financial statement audit readiness assessment
    • Financial statement audit
    • Other external assurance work as outlined in the Canadian Institute of Chartered Accountants (CICA) Handbook

    SELECTION METHODOLOGY
    Competitive Procurement Strategy
    • Must meet or exceed all of the Mandatory Criteria of the Statement of Work.
    • Must obtain a minimum overall pass mark of 70% on the Point Rated Technical Criteria.

    The Basis of Selection will be the compliant bid with the highest combined rating of technical merit and price. Selection of the successful bidder shall be determined on the Highest Combined Rating of Technical Merit (70%) and Price (30%).

    SECURITY REQUIREMENTS
    Security Requirements Check List (SRCL): Common PS SRCL #22
    Minimum Corporate Security Clearance: Secret
    Minimum Resource Security Clearance: Secret
    Minimum Document Safeguarding: Secret

    DURATION OF THE CONTRACT
    The estimated period of any resulting contract will be from the date of Contract award to October 31, 2024 inclusive. Any resulting contract will include an irrevocable option to extend the resulting contract term by up to four (4) additional one (1) year periods under the same conditions.
    Comment:
    The RFP will be e-mailed directly from the contracting officer to all pre-qualified Supply Arrangement Holders invited to bid on this requirement.

Enquiries received after that time may not be answered. Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates.

    Contract duration

    The estimated contract period will be 60 month(s), with a proposed start date of 2023/11/01.
